TBH, the OP didn't give much information about what sort of soloing.
The answers here are all about soloing PVP.
What about soloing for PVE? Mining?
What's the best solo Command Ship for an Industrialist? Well, obviously whichever has the largest cargo bay for hauling goods back and forth to Jita.

eh? Mine in a commandship ... why an earth would you do that? Its a bit skill intensive just to mine ...
I also have no idea why you use it to haul, unless its a nano sleipnir and using its as a kinda blockade runner, and imo u better of with a vagabond or ceptor.
As for the op's question, Sleipnir and astarte (and Eos) are the 2 real shiners and if both set up well, astarte couldn't hit slepnir due to range being dictated and speed, The sleipnir however would have a very difficcult time breaking astartes tank.

Eos for me
Great damage, awesome tank, plenty of tackling and ewar mids and 5 heavy drones plus reserves are awesome especially if facing ecm.

Large corp history = instability/bad attitude/whatever. Generally as recruiter/CEO I did look if a person had too many corps in history.

But they do. Sleipnir + snakes = uber solopwnmobile, and almost impossible to die, unless you screw up very badly.
Also, Eos is awesome for lowsec stuff imo.

Eos or Sleipnir, both are great. You might have better luck escaping gatecamps in a Sleipnir if you fit for speed...
