Because I have heard it is that way from... gasp CHINESE FRIENDS. Also explains why the user bases is IN DECLINE on the chinese server.

Not just Chinese, I don't care if your Russian, Chinese, Romanian, or even American. If I find out someone sells ISK, they get petitioned. And I have caught Americans before and processed them just as ruthlessly as I do chinese sellers.
