I've spent a little time thinking about this, and something struck me as wrong. I finally figured out what it is. It's actually not so much *wrong*, as simplistic. It turns out that the inequality between your attributes really matters.
Let's take an extreme, but not ridiculously absurd situation. After some learning skills and +4 implants, my skills are: Int 30 Mem 30 Cha 15 Will 15 Per - not used in this example.
Now, to train Cybernetics from 4->5 will take me 632,235 SP, which I'll earn at the rate of (30+30/2) = 45 SP/minute. In other words, it'll take 14050 minutes, or 9 days, 18 hours, and 10 minutes. (Give or take a few minutes.)
Training for +5 implants will be worth it when I've *saved* this amount of time on skills I'd otherwise have trained directly. But the savings depend on the skills I'm planning to train!
In concrete examples: If I want to train Doomsday Device, an Int/Mem rank 14 skill from lvl 4->5, then my new implants change my training time from 45d, 12h to 44d, 1h. I've saved 1d, 11h by training cybernetics 5, so I'm still 8d, 7h in cybernetics debt.
On the other hand, if I want to train Fleet Leadership, a Cha/Will rank 12 skill from lvl 4->5, then my new implants change my training time from 91d, 1h to 85d, 8h. For my weaker skills, the implant training saved me 5d, 17h of training time, and I'm only 4 days in cybernetics debt.
In other words, the time it takes Cybernetics 5 to pay for itself depends on the ratio of your old skill training rate to the new skill training rate. Using the stats above, I used to get 45 SP/min with Int/Mem skills, and now I get 46.5 SP/min. (This is the 90 SP/hr improvement figure you note.) In percentage terms, it takes 45/46.5, or 96.8% as long to train in Int/Mem skill. So cybernetics pays off when the 3.2% savings makes up for the original 9d, 18h invested. This happens in 302 days. (see postscript for boring math)
On the other hand, if your plan is to train the Cha/Will skills, it takes 22.5/24, or 93.8% as long to train a skill. So cybernetics 5 pays off in 156 days.
