Who is acting as their meat shield? I guess you could say they have a shield in that you have to go through the odd AAA gatecamps and the few IAC gatecamps that you may see along the way to get to their area of space but I really wouldn't call that a shield. More of a difficult place to get to. If you want to wait for them in empire and your contract allows for it be in for some really long waits. I doubt that they go down to empire much at all aside from occasional shopping trips.

If the contract is to engage the mark in empire, why would they fly out to 0.0 and become a target for every other 0.0 corp in the area. IF Black sun stay in stain and refused to go back into empire, then they have done a good job. Just means they make less isk :P

As Tiptoes rightly pointed out we have to either pay 1 bil ISK or they extract 3 bil worth of damage. If we expel the members (hard thing to one when they are undisclosed) then they'll continue to hunt them. With 1 Billion ISK I could trade for (approx) 3 x 90 day GTC. They in real money cost approx 116 Euros, 78 GBP or 159 USD. I'm not giving anyone nearly ú80 to carry on playing a game I already pay CCP. So boys if thats your aim then you can think again. As for 3 Billion in damages then I seriously doubt we have a enough combined ships to total this, we don't even have a Corp Freighter, you already claim to have a spy in the camp so you should already know this. You already know we have no POS's erracted so I cannot see where you're going to extract this 3 billion for your 'client'. We're certainly only going to bring low cost ships out now we know this so I think it'll actually end up costing you or your 'client' more in war fee's.

Professionalism is your friend. 4) The Corp under attack is not a match, and will not earn a decent merc corp any money. As per Pheleans post above it was seen as a contract accepted from his client which had false intel regarding Black Thorne, ending more with and agreement between UtWoF and his client rather than myself or Black Thorne. We didn't keep accurate records of loses but they look about right to be honest.
