Another solution that works for me its also FREE:
goto http://www.http-tunnel.com/html/ and download the program
install and run
goto settings > configure firewall
select auto detect and check the box "allow up to two ips to connect to http-tunnel
now click test if all is good....
goto setting > add ports/applications
type in ip: 87.237.38.200
application port: 2600
pay attention to the local port it assigns (26000 for me)
hit add and then ok.
Now open eves prefs.ini and change the line networkAdvanced=0 to networkAdvanced=1
Run eve and change tranquility to 127.0.0.1 by typing it in.
Change port to the local port specified earlier
now enter... it may take soem time to get past aquiring bulk data, but it did work for me eventually. I am online now at 16:11 so it appears to be working.

I'm not sure where it is in winxp, i thin its inside the cache folder.
In vista it should be C:\Users\(YOURUSERNAME)\AppData\Local\CCP\EVE\settings\prefs.ini which is probably a hidden folder

Change it where exactly?
Once you have added networkAdvanced=1 into the prefs.ini you run eve and you can change the server name and port number

Ok this thread is starting to get filled with some rather silly ideas.... There are many reasons as to why you may not be able to connect to eve. Go figure them out. This thread is almost entirely populated with those who have problems with Tiscali's service.
No offense to anyone else, but I dont think anyone here wants to hear about how you supposedly fixed it by doing this or that, when in actuality, you dont run thru this isp's systems, or you do and yr not paying attention to the time of day or you had a completely different problem to everyone else here in the first place.
Nothing any of us tiscali uses can do is ever gonna help us. Except getting tiscali to recognise the problem and fix it or leave tiscali. This isnt some random problem, it 4pm til 12am every single day. Like clockwork! Now get a clue and go post your other problems elsewhere.
And if you think this reaction is a little hostile, them I'm sorry but you just stumbled apon a thread full of some very ****ed off people!
