Any T2 ship already has the bonuses from the level 5 required skill built into it, since it's a requirement to fly the ship. Changing that skill level won't change the stats because without the level 5 skill you wouldn't be able to fly the ship. Even though the description says something like 5% bonus to velocity per level in Minmatar Cruiser, the base stats of the Vagabond already take into account the 25% boost in speed because you *need* Minmatar Cruiser V to fly the ship. |

It is working correctly, as it is set up, although it is a bit confusing. The way the DPS graph works is that it always assumes that both ships are moving at full speed -- the only thing the sliders do is determine how much of that speed is perpendicular to the two ships (i.e. contributing to transversal). Therefore, a transversal of 0% doesn't mean the ship is moving at 0 m/s, but rather it is moving at full speed, just directly toward/away from you. Since missiles only worry about raw speed, and not transversal, sliding the transversal slider makes no effect on the DPS.
That said, perhaps it would be useful to have the sliders affect the overall speed as far as missiles are concerned, so you can see what sort of damage you would inflict (or take) at different speeds (because we can't always go full speed). One way to sort of estimate what slower speeds would have is to just stick a webifier on the projected effects on the target ship, and that will at least show you the damage taken at 40-50% of max speed.

I can confirm that the optimals I am getting with tracking enhancers and locus rigs are coming out to the same values that EFT is producing. Adding a number of tracking computers in addition to enhancers and the rigs still gives the same value between TQ and EFT.

For the Hulk, and any other T2 ship in the game -- the T1 skill bonuses (mining barges for the Hulk, racial cruiser for T2 cruisers, etc) on the ship are already factored in to the base stats of the ship, because the ship requires level 5 of that skill to fly. For example, the Hulk's base stats already take into account the bonuses per level of Mining Barges. Changing the level of mining barges won't affect those bonuses because you wouldn't be able to fly the ship without level 5.
