Not sure how this would work with fittings but could you
1. Swap 1 laser for a tractor, may need to downgrade to named PDU's but it shouldn't effect your cap and tank too much.
2. Would dropping a extender for a hardener and then swapping resistnace rigs for recharge rigs improve the overall tank?

Doin 4's in a Vexor eh? Well Ishtar is Vexor hull arlight but the similarity ends there. Its not just slots and more bonuses. Its more resists and gigger numbers across the board. You will love it! Compare it to the Myrm and you'll see its like comparing a dump truck to a corvette.. except the corvette can haul more and run over bigger stuff.. haha!

Did the math.. resistances are approx the same at close to 60 or better as it sits. Yes.. in fact i did drop a gun and add a tractor. Honestly doesnt save me all that much time cuz I have most wrecks cleared by the time all rats are dead but it can be handy sometimes and the gun is just for aggro so only one is really needed.

I think you missed the whole point. Domi lacks the resistances, the extra drone range, the speed, the agility and the recharge. It's not a better tank by a long shot.. and yes, I was surprised when I figured that out muyself but its so.

I understand but with just one hardener it still leaves EM too low. More then one way to skin a cat but I like having around 60 resists or better accross the board. I did compare which slots and rigs to allocate for attributes and did lots and lots of trial and error.. at some cost i might add because i destroyed 2 rigs in the process. Mathematically, in my opinion, its max use of the rigs, med and low slots (other than maybe some faction modules that could tweek it just a little more). There is some debate on high slots but I think you need at least one gun for aggro. let this ship take the hits and let the drones to the killing.. tech2 scount drones with max skills and this ship are lightning fast and can take down just about anything. I do keep the heavies on board also and have experimented with sentry drones as well but thats the buety of this huge drone bay.. only domi can match its size (at lvl5, for ships that can fly in safe sapce) but domi is clumsy and vulnerable.

I did read what you said but I prefer to run missions in a combat ship and then have a dedicated salvage ship. And when I say I find it sad it is because of the time required to fly a HAC relative to the use you are making of it. It was not a serious comment.
An interdictor not only has speed -10mn afterburner? yes please- but also three more high slots for faster salvaging. But yes if you absolutely must use a single ship I'm sure the Ishtar works well.
What a horrible waste of time it is to use two ships and go back after the killing is done.. not to mention how absolutley boring! if ya got the skills and the cash there is just no better way to do it. There is one ship that comes close but still lacks the drone bay space and range bonuses and thats the amar recon ship the curse. This ship and its cruiser cousin the arbitrator are ships worth of an Intaki! The bonus of the curse is the extra cpu. power grid and an extra medium slot (you give up one low slot) but its not as powerful of a carrier as Ishtar and the resist on thermal starts too low so you need to spead added resist over slots/rigs which renders the extra medium slot moot. So it's the second best overall ship but still cant beat the Ishtar.
I do like the Myrm and Domi for what they are.. also solid carriers but even domi can not shield tank like ishtar.. no ship can combine accross the board reists near 60 or higher with 125 per second shield recharge along with speed, agility, range, bay space etc etc.. can it be better?. Sure! but only on paper.. cuz there is no other ship that combines all these things better.

One thing that would really help people try your setup is if you listed your skills to make this work. The title of the post says "Given Skills" but then you don't say which. I suggest you list the skill levels that let you fit everything you list.
I have Level 4 in most of the skills needed to fly an Ishtar but I still couldn't fit everything in your description into mine. I had to downgrade some to named to get everything on.
You also forgot to list rigs. May I suggest two Core Defense Field Purger I rigs? The Purger II's cost 310 mil.
I use Eve Fitting Tool to test fits. It beats Quickfit in every single way! Try it out.
I tested an armor tank instead of your shield setup and I ended up with much more room to fit resists. You said you don't need more resists and that you tested the armor tank already but could you double check? I ended up with 92% resists in Kinetic and Thermal. This gives the armor tank the ability to take 1107 Thermal DPS and 1251 Kinetic DPS at the cost of gimping EM to 254 DPS and Explosive to 113 (armor's weakest resist).
That's all on paper. Not confirmed in person.
Your shield tank can take 1405 Kinetic DPS but only 527 Thermal DPS because there's not enough CPU to fit a Thermal hardener. If there were the shield resists would be better than the armor tank.
The shield tank has 6 times the effective HP's as the armor tank though. 30,000 to 5,000. This is because of the fast recharge rate. I also could only fit two salvagers on the armor tank due to the need for two NOS to keep the reppers going instead of only one on the shield tank.
What are your thoughts? Try these fits in Eve Fitting Tool. You'll love this program!

Impressive and very well thought out response. It is appreciated .. especially compared to the non sense some people spew. Good point about skills. I did not list them but suffisive to say all my pertinent skills are at level 5 and I am tanked on implants also which improve shield HP and recharge. So, this setup does require max skills and implants to reach these numbers. I have tinkered with the setup slightly and come up with a compromise in order to get everything I really want. This means sacrificing a bit of shield by using two Large azeotropic ward salubrity extenders and 2 Large Shield extender II'2 instead of 4 of the II's. The loss of shield is nominal though and hardly effects the tanking. The rigs are EM resist rigs which brings the EM resist inline with the others (can't recall the names of them offhand).
I have found that on some level 4 missions I really like the extra fire power of the Modulated pulse lasers to take out the battle ships, it speeds it up nicely when you orbit at 5,000 meters.
It's too bad the Ishtar has the lowest CPU and power of all HAC's to start because there is just no way to fit 3 top guns but with but its carrier abilities are unmatched so it's hard to complain. Anyway here is the result of my latest tinkering:
Hi Slots 2x Heavy Modulated Pulse Lasers w/Multifrecuancy Crystals 2x Salvagers 1x Tractor
Mid Slots 2x Large Azeotropic ward salubrity extenders 2x Large Shield Extender II 1x 10MN After Burner II
Low Slots 3x Power Diagnostic II (there are some great faction versions but cost about 100 million each.. been too cheap to grab those so far.. haha) 2x Beta Power relay (ads 24% each to shield recharge and the loss of cap is within tolerance)
Drone Bay 7x Berseker Heavy Drones (been tinkering with senty drones but they don't really cut it.. and do not have tech II heavy drone skill.. will soon though) 10x Infiltrator Tech II Medium Drones (way cheaper then Hammerhead II's and get the job done) 10x Hobgoblin Tech II Scout Drones (do extremely well against a slew of cruisers and kill them lightning fast)
I am pretty handy in salvaging everything in sight with just two salvagers and one tractor. I get cuaght up while I am waiting for the BS's to blow!

Well, since you weren't polite, I wont bother to be either. If you run an active armour tank like Ryssa suggested, you need more cap than a passive tank. That's not hard to understand, is it? How come you think 4 cap mods is a 'waste of slots' on an armour tank, but filling the lows with cap and shield mods on a shield tank isn't? Makes no sense at all.
Your setup has 110 shield recharge per sec, and horrible resists. An dual-MAR2/2 x Aux nano pump armour tank repairs 92hp/sec but has much better resists (which can also be tailored to the mission, making it even better), so the armour tank beats your setup hands-down.
Now, stop accusing people of taking drugs, and realise there's nothing special about your setup.

Well Aioa I am sorry for not being as polite as I could be.
I just got a bit tired of seeing all this stuff saying the setup doesnt work when in fact.. IT DOES! The resists are all high and the recgrage is not 110 it's 115 (I put it through the actual formula). Horrible resists? How is about 60 plus accros the board horrible? Much higher resists in an armor tank accross the board? That's just not so, define "much".
The simple fact is that this setup can handle and salvage ANY level 4 command mission without even loosing a drone. So, if you can get it done another way congratulations but this setup is FAR from horrible. Cap recharges in mid slots just aint the answer.
The shield tank wins hands down... now back to your friend and smoke up!

To be honest you might as well just use the hac for pew pew! then get a destroyer with its lovly 8 high slots you can have two tractor beams the rest salvegers it will take less time than any other ship the hac would take to much time to slavage the wreck whilst your waiting you could have killed the entire belt full of rats!! but if you want it all then use the domi has evil tank drones do your damage and the salvagers can be stuck on the highs to grab the wrecks! Thats the best ship for that kind of job!

In high intinsity level 4 missions the Domi melts like a hershey's kiss on the hood of a black cadillac in the summer in Phoenix. Did you say belt? Anything can clear a belt I am talking about level 4 missions here. I still do some level 3's for giggles but this setup is just overkill for level 3's. The most intense level 3 mission can not take down this ship even if you warp in and then leave for dinner and come back in an hour. However, for most level 4 missions and all level three missions the ship can be fitted with 3 salvagers and two tractors or 4 and one depending on how you like to salvage. That is plenty fast and remember you are salvaging from the first kill.. no wasted time at all. I just happen to like the two pulse lasers on there after having tried a few types of high slot setups and 2 salvagers with one tractor can clear the wrecks almost as fast as they are produced on level 4 missions because this ship is also fast and nimble so it can buzz around nicely.
If you are talking pure high slots then a destoryer is the cheapest way to get it done. But the whole point of this thread is to talk about how a single ship can do it all and there really is only one that can do it all this well. The other ship that can is the Curse but you have to use a high slot on a drone link augmentor, you don't get the extra bay space and you need to use at least one mid slot to achieve the same resists across the board. Myrm and Domi can handle level 3 and some level 4 and salavgae but not nearly as well. Can a destroyer with more salvagers and tactors clear dozens of wrecks faster?.. sure it can, but you are totally missing the point. With this set up you are salvaging while your drones (an possibly your two lasers) are taking out the bad guys. It's far faster to spend a few extra minutes cleaning up the last few wrecks after eveything is dead then going back to dock and grab another ship and starting from wreck one when you could have been salvaging during battle. Also the Ishtar happens to have more cargo capacity than any destroyer but if you actually want a ship that can hold the most and is still fiarly fast and nimble its the Exequror. It only has 4 high slots but with expanders it will hold close to 2,000 M3 due to its high cargo start and cargo bonus. If you fly straight and fast you can clear wrecks nicely with a 3 salvager one tractor setup. But I say again.. why? or better yet why bother with 5 salvagers and 3 tractors like you would have on a destroyer? If you are a noob and all you can fly is a destroyer then hook up with a skilled player and follow him/her around salvaging.
But let me say once again, this thread was to share the best method I have found to do it all with one ship. It works well and its really that simple. It's the combination of attributes and the perfectly balanced modules that make this setup work. Nearly all the cpu, power and capacitor are used. and YES... this shield tank arrangement simply works better then any armor setup either passive of active. Some people swear by the armor tank but I wonder if they are looking soley at some numbers and have even tried this type of shield tank. It is literally shocking how well it works.
Higher resists, faster, better agaility, lower sig radius and important drone bonuses make it superior to both Myrm and Domi for the one ship solution and as far as two ships goes.. if my goal was to be bored I could find a better way.

Cap rechargers are commonly used in PvE, what else would you fit in your midslots.

You need to use the correct tool for the job. A hac with some salvage equipt is not the correct tool to run level 4s or salvage them. You just end up doing both poorly.
For a mission salvager I use a catalyst.
5 small tractor beams 3 salvager I's
1mn ab 1 cap recharger II
3 cargo expander II
this allows you to loot and salvage at full speed and you can turn on the ab to move to far wrecks.
Also LOL @ you telling Ryysa he doesn't know what he is talking about

this is a 2nd ship flyin around ofc...my main just does the slaughtering

Blackmoon: I must have said it 10 times.. if it was about a pure slavage ship then destoyer is a top pick. It was not about that, as the thread title says its about being able to do it one ship.. whether that is your goal or not. Lee: Thanks for ths input but once again this thread was not about how to do it in two ships it was about doing it in one.
Bottom Line remains as it did when I decided to share this setup. It works on level 4 command missions.. you know.. the kind with scrambling, lotsa battle ships, command ships, cuisers etc... It makes it fun to knock out a mission and salavage it all in one shot.. not be bored to tears running back and forth. As for the tank ability, it just works. The setup is a perfect use of this ships strengths. It outperforms the armor tank set up in a very big way. I have tried both.

I was gonna leave this thread be but you goated me back.. haha. If you read the entire thread you will see its chock full of facts and they are all striaght. I can't do anything about this "goddess" (oh wait it's a man right?) Ryysa not understanding that it's possible.
Yes shield tank skills and implants of course! Shield management, upgrades, tactical manipulation all at 5.. not to mention all the obvious skills that give you max cpu, power, speed etc.. all level 5.. why? Because I don't have time to play constantly (having a real life and all like most people) so I set long training over the last two plus years when I can't be on for a while. That means lots and lots of level 5 skills. And implants to increase shield capacity, lower recharge rate, lower cpu usage etc. I could list them all and if i had a reasonable response to my post asking me to go in and write them all down I would be happy to.. But instead I get.. you are all wrong.. you numbers are wrong (I can SEE the numbers!).. so yeah, that is a bit irritating.. espcially when it's just a game and supposed to be fun. Yeah.. I have a life and it doesnt revolve around Eve.

Well just that could be the problem. Imagine you have the perfect armor tanking skills and implants instead. And do the math again.
And instead of just saying "You are all wrong" just point to the figure that is not correct and show them what it should be. Nothing proves your point better than actual facts. The "I know it is like this and that" will get people curious, but hardly convinced.
Also I cant seem to find what rigs you use? Is it mentioned somewhere?

I Couldnt help but reply to this thread. I have been doing lvl 4 missions for a very long time and though the rewards are less now I still like them because I can minimise the game at any time, get on with real life stuff and come back to it and not thave to worry about getting ganked.
I started them in a Mega which was painful as a noob, then the Domi which really is a trust worthy ship even if it is abit hard work on the harder lvl 4's. Then bought myself a Nightmare which is dam cool and had a uber tank but just didnt have the killing power of the Domi. Then I went T2 with the Ishtar and I never looked back and I was using this setup:
Highs = 2 Tractor Beams, 2 Salvager's and 1 Med Beam laser.
Meds = Afterburner, 3 cap recharger II's and Omni drone tracking enhancer.
Lows = 2 Med corpum Armour reps and 3 named energized resist membranes.
Rigs = 1 armour rep amount and 1 Cap recharge rig.
Drones = 5 Ogre II's , 5 hobgoblin II's, 5 Hammahead II's and 5 sentry drones.
I loved this ship it tanks all day, was very fun to fly and I dont think any ship could beat it in my eyes. BUT recently mission AI has improved and drones are no longer safe and at times I could of really done with some hard hitting guns. SO as I mission mostly with friends now as its faster and more fun I have found I dont need to salvage anymore so my eyes gazed upon the EOS and OmFg this ship is cool!!!  On this I run:
Highs = 6 T2 250mm rails, 1 tractor beam (ninja looting) 
Meds = Domination Afterburner, 3 Cap Recharger II's and a Omni drone tracking enhancer.
Lows = 2 Med corpum Armour reps and 3 named energized resist membranes.
Rigs = 1 armour rep amount and 1 Cap recharge rig.
Drones = 7 Ogre II's , 5 hobgoblin II's, 5 Hammahead II's.
So as you can see its pritty much the same as the Istar except it can tank ANYTHING a lvl 4 could throw at it with a smile on its face (1500 odd every 8.8sec), plus it has much more firepower with the rails that can hit very close and up to 70KM. I know I have to carry ammo now but if your in a group the EOS wins outright but solo I would say Ishtar if your lazy.
Hope this helps someone with a setup because I know this EOS kicks ass even in PvP, it took 5 of my corp m8's to take out my tank all in T2 ships.

Hardly, they just don't take into account implants, which exist for both armor and shieldtanking. Including implants, the difference will sway even further in favor of armortanking.

Ryssa's setup has clearly the advantage of being more powerful in terms of tanking. On the other hand, I don't see enough cap for an afterburner (as you'll need 5 cap recharger to make it sustainable), and also the nano pumps won't give a real speed "bonus".
Optum's setup is faster, due to the afterburner. It also has a lot of capacitor capacity, which is obviously not necessary.
So, you either get blown up, or you'll die to boredom.
