Nyx fitting would probably be more expensive. 
I don't get killed by cheaply fit Domis. I just can't break their tank. Even if I did have officer magstabs.
For 5bil I'd get a thanatos and stick some nice officer webs and scrams and nos on it, some T2 rigs, and some faction CPRs etc.

i wouldnt pick a faction battleship or anything to draw attention to itself.
It all lies in the modules, which of course would be corpum\centus. Id prolly pick the Tempest, Domi or Abaddon and make it a honey trap.
edit: actually i think a full officer fit and were talking the whole nine yards *armour tank* comes to slightly over 4 billion isk. The remaining billion would be spent on a low grade slave set.

Thats an older pic and im still upgrading it , currently has HAMs T2 instead of heavys T2 , and had to replace the PDU T2 with a dark blood one.
Also soon im gonna put T2 rigs in it.

I had a 1.5bill partly officer fitted blastervulture , it was active tanking with a gist B-type XL booster.
That thing was a beast , and made alot of solokills with it.
Shame i lost it to nanonos ships , i should have kept it untill the nerf came

Yeah-you're going to have to raise the 5B limit. Easy to spend 5B... and not even cover all the low slots.
And as for my ship... hm... just to spite all you CNR people, I'll do an officer-fitted Dominix mission-runner (not that I have the skills for a Domi nor a clue how to fit them).

Officer Fitted Hyperion sounds nice.
8X Ion IIs (Null L)
Chelm's 800 Booster, Gist X MWD, Super Tracking mod, Officer Webber/Scram.
Corpum X LAR, Officer EANM / Officer EANM Officer Explosive Hardener DCU II Mag Stab II.
Rigs: -Repair Duration, -Repair Duration, +Repair Amount (If that even fits)
You'll probably need a CPU implant somewhere but nothing major. Hyperions have a decent Windows 98 in them.
Implants - Full Slave. Should be looking at 14K Armor HP. Add in whatever RoF implants you can fit in your brain for a very heavy hitting Hyper-Tanking next-to-nosproof tank.
