So I'm reading the desciptions:
For the launching of cruise missiles. Can also fit torpedoes. and For the launching of torpedoes and cruise missiles
To me these look pretty much the same. I checked ths stats out, few seconds more on siege launchers and higher requirements, but whats the real difference here? Do they jsut hold more of the same things?

But why does the desciption on both say they can use both? Also what does everyone prefer for 0.0 ratting?

I have both Cruise and Torp skills trained up and (for me personally) I can kill rats faster with torps in 0.0 and for mission running I am much faster with Cruise. Mainly because missions have a lot more smaller ships and even though I have T2 drones my Cruise with the T2 drones helps to kill the smaller ships twice as fast. Need to make sure you also have Guided Missile Precision trained up to at least 4 to take down smaller ships fast. Using cruise also frees up a valuable mid-slot which would normally need a Target Painter if I was using Torps.

Cruises fit easier, and do more damage to smaller targets. Torps are tough to fit, but are the highest damage weapon you can get on a raven.
Due to explosion radius and velocity (I still don't understand why guided missile precision only applies to half the missiles) torpedos whilst they do highest damage to a battleship and about the same to a battlecruiser, do less to anything smaller.
Cruises also come in FoF (auto-targeting) variants. T2 cruise missiles are vaguely useful, where T2 torps aren't really.
So, for PvPing, I'd say cruises, unless you specifically know you're facing battleships.
For PvE, it's a tradeoff really, but in my opinion the balance is tipped by the fact that torpedos don't get shot down by defender missiles.

Yep, but in name only. Unguided torpedoes doing a 180 to hit a frigate is a funny thing to see.
