Since this is what currently BoB up to, I'll just make examples of their own moves.
-First build a strong alliace with lots of isk. I warn you however, you have to be a great manipulator to achieve that and all that what awaits you on this road.
-Conquer a home region, the best in the game if possible.
- Now that you are settled, attack your neighbour. Provide circus to your soldiers! Don't worry if the targets are blue, the positive standing will be necessery first to avoid failure. If their space provides strategically important points, go for it.
- Sooner or later you'll realize that you can't hold that much of territory. It's time to make some business with other alliances who weak enough, so they won't threat your own security. Let them move in to your conquered systems, let them pay you iskies for their space, let them work to keep those pos-es and stations running, let them fuel your warmachine. Promise them protection so they will feel it's a good deal.
- Now you probably have lots of enemies, you may expect attacks from multiple sides. Both from north and south for example. Since your enemies doesn't like your pets either, they will attack those first, to get closer to you. Now these pets are providing a good meatshield, so you have time to build up your supplies to your next campaign. Don't forget the fact, that each time your enemies will attack your pets, it will cost them lots of isk as well. They will need capitals, multiple pos-es, resupply their losses, etc, so your enemy's wallet will be weakened by your pets, by the territory they gain.
- These servants will hold the enemy for weeks, maybe months, so now you may attack your other neigbours, to build a meatshield all around you. Once it's done, sell these new systems to another pet wannabees, squeeze some isk out from them. Now you safe from here for a while.
- When it's done, take a breath, build more capitals, spend the money that your residents are paying.
- In the meantime watch your pets die both north and south, do not protect them! I'll explain later why. When the enemy will be close enough to consider them as a threat, when the enemy spent their money to conquer these regions, they will be weak. Don't let them get strong!! Hire Mercenary Coalition to take back south, and you will want to take back north with your factory-fresh capital blob fleet. Don't worry about the isk, your pets will pay enough for it.
- Once both north and south cleared again, offer the space to your pets again, new or old. Squeeze them as much isk as you can for your "protection", or for taking back the systems for them. I hope you see now why better not to protect your pets. (more isk, enemy weakened, time)
- Stir and repeat until you feel ready to take out your strongest enemy. You will see, there are so many alliances who will fall for this trick. They will actually pay you to be a meatshield! Awesome!
- Now that the blind half of the universe is paying you, in time you may be strong enough to take out the other half, one by one.
- At the end all of the 0.0 space will pay you. You may expect some small gangs from the empire but they can't mach your income, your military strength.
- What next? Since our goal was to conquer all the universe, we need to get rid of the strongest pets. You will make up some reason why, so your other pets will be calm, they might even help you to kick them out. As you get stronger, the bored pvp-ers will join you, at least those who doesn't have enough loyality to the coalition, or just sick to live in empire.
- Now you can kick all the remaining pets to the empire, build a monopoly in industry so at the end, you will control the empire itself.
The greatest point in this plan, that actually you kicked out 80% of the pilots from 0.0 because of their own blindness, because they paid you to lead them to their own death.
And who remains, they will work for you like slaves.

Well, not all so called pets pay. Sometimes it's better to have a stronger pet companion, who lives there for free, but keeps the area clean and friendly, instead of a pet that's willing to pay, but can keep the area clean.
You can't police all your space alone and if it's on the other side of the map, it should be quite difficult to find some pets, who are able to keep the area clean on their own and willing to pay to someone, who's living maybe 40 jumps away.

google "roman empire history" they did the same stuff. the great thing about such an empire is if a roman pet wins its a roman victory, if a pet gets absolutely smoked its just the pet that gets historically smcaked. hence why you only hear about bob victories and pet losses...except for the only real titan kill in eve history of course.

A simpler version..
Undock kill more of the opponents assets/ships than they kill of yours until they run out of isk/willpower to carry on fighting. Make sure your having fun and enjoying the game.
Do this and at the point the enemy stops having fun you will have achieved

You gotta have lots of isk in the first place and be able to recruit ppl to fight for you

Actually the whole pet system works great as long as you have an overwhelming military force in reserve ready to strike at whoever messes with your pets. As soon as that force however gets bound up in some war, the whole system collapses.
Now other wannabe space owners notice that Pet X doesn't have their big brother standing behind them anymore and easily takes their space from the corporation that has become weak and complacent because of a lack of training coming from their status of a protectorate.
As long as pretty much all the military force of BoB is being bound in the Tenerifis quagmire, everyone can siege BoB pets without any fear of retaliation.
