1 Logging off you stay in the same place for the 2 minutes and do not warp to 1 million safe If you have to log for a legitimite reason such as kids screaming or wife screaming (or both) you can warp to a safe and log. Its not easier or harder to probe your handmade safe then the 1 million safe so it dont change anything for legitimate players.
2 If aggroed during the 2 minutes the 15 minute timer will kick in That way there is plenty of time to kill the cheater (sometimes you scram a cheater but 2 minutes isnt enough to eat his total HP and he vanishes.)
3 Aggro remains after jump No more jump-cntrl-q
4 Dictor bubbles cause aggro
1 and 2 You suppose people have safespot ready in every system. Good for the farmers, ratters, some miners, but people exploring usually don't prepare a safespot in every system as the first step, the same for people doing misions for the first time in a system, people passing through and needing to leave EVe for some reason, and I think there are dozen of other examples.
4 NO. It will block the covert ops and normal cloak. Probably even decloak people jumping in system well before the grid load.
I've been around quite some time now. I was in SA vs FIX war, SA vs BOB war, RK invation of Geminate and thousands of small gank partys to every region in game. And never once has there been a time when I could not warp to a planet, make a mid-safe warp back to it and qntrl-q if I had an RL emergency, never once. And if its such a huge emergency that you cannot take 30s-1m to make a ss (kid just fell off 30-storey building, wife water just broke, or both) then I personally would cntrl-q where I am and sod my shiny vaga or whatever, since its only 1's and 0's anyway.
And now you have to explain to me, very slowly, how "interdictor bubble cause aggro" = "people will be decloaked after jump". I fail to see the connection between theese two totally unrelated game mechanics.
