All cloaks have a base cloaking reactivation delay of 30 seconds (in their module info)
However, all cloaks seem to move to a 5 sec reactivation delay if i fit them on my recon or covert op ships. I have recon and covert ops and cloaking skill to 4.
What determines this hidden bonus? Is it related to the ship skill level, the cloaking skill level or is it a set bonus for certain ships? Do any ships besides recons and covert ops ships have it?

bombers have it too (they're also covops)
it's a fixed bonus, it automatically sets any cloak fitted to a 5 second reactivation time...

With the Cov Ops, it's well understandable that the recloak is fast....it's MEANT to be unseen. If you manage to force a Cov-Ops to stay uncloaked, he's (CENSORED) beyond all recovery. Similar with the Recon, but he can at least defend himself.
Also, if you're flying a Cov-ops or Recon, you've been training up the needed skills to cut down the cloak and reset times as much as possible. (T2 cloaks and T2 stealthy ships....ain't nothin to see here folks)

you're both wrong, gawain's talking about sensor recalibration, and I don't even know what Helen's talking about...
it's a fixed bonus that you can't get through skills, that only ships designed to cloak get, and it's a 5 second reactivation, fixed... it also goes based on when it was last activated from what I can tell... cause I've never had to wait more than 1 second to recloak my bomber, even if I just decloak/cloak

You have 2 values, sensor recalibration time and cloaking delay.
Sensor racal is different for each cloak (30s, 20s, 10s), with good skills and what not i think you can cut that down to half of what it normally is so you'll have a 5 sec delay on a cov ops using a cov ops cloak.
Stealth Bombers now have their own little unique bonus in that they all have a 0s recal time with any cloak and can now lock immediatly.
