0.0 requires the creation of infrastructure. It requires defending space. It requires mining. It requires isk-farming. In short being successful in 0.0 requires care-bearing yourself or co-operating with carebears, who often times up and ditch you when it comes time to fight.
Pirates don't want to carebear. We don't want to build an Empire. We don't want to build Infrastructure. But more important we don't want to have to worry about protecting carebears and we don't want to wonder if that carebear will actually take their precious ships out into combat when the time comes to defend space. Pirates want fights. You can get these in low-sec without having to worry about the carebear side of things.
Low-sec is frankly far more dangerous to the average pod pilot and small gang than 0.0 is. People who want to run around with their heads off about 'low-sec not being real PVP' are simply ignorant. Low-sec pirates also quite often form together gank squads and go out into 0.0 looking for fights. What tends to happen is you get some decent fights. You kill a few ratters. Then the alliance you're bugging forms up a massive gank fleet and you then high-tail it away from the 20-1 odds that they bring to bear against you.
But hey what do I know. I'm just a low-sec Pirate who is a former hi-sec ore theif and baiter. I've done roaming gangs and gate-camps in low-sec and 0.0. I've been shot at by motherships and by frigates. I've lead frigate gangs that gank and destroy battleships and I've been in fights that I've won and that I've lost. But hey, I suppose I've not actually done 'real PVP.'

I think you are quite correct...
there are 3 types of space for 3 different goals... High Sec is for building self and stuff - any scale 0.0 is for Empire Building... large scale Low Sec is for small scale ops, less building, more adventure...
3 different mindsets...
Just like the "Carebear", PvPer, Ganker, Griefer and several million other labels... some fit, some do not, many are missapplied...
Easy Answer (IMO) to who is a carebear... if you are looking to shoot anyone, you are not a carebear...
Ask yourself this... you are in High Sec Space, you see a Pod Blinking Red (Low Sec Rating, not a war target)... do you shoot? if you say yes, you are not a carebear...
if they have the black skull that shows a reward is available... do you shoot? if yes you are not really a carebear... you see, I don't bother to try to lock on and shoot... I am a carebear and have no desire to start shooting even if it's ducks in a barrel... but I am wierd...
