Assuming you get to a certain security status - you could either:
1- hire concord ships
2- bribe concord.
For example, someone hauling something valuable to Let's say... mmm... jita... pure hasard there on the choice :) - Well it'd be nice if this person could hire a concord escort (why not? after all you do see banks transfer having cops escorts sometimes :) )-
As as a piwat, if your sec status was low enough, you could bribe concord into... arriving "late" ;).

I can see it now :
1. 10 pirates bribe concord to arrive late in Jita.
2. Aforementioned pirates all fly to Jita 4-4 with 8 large smartbombs loaded.
3. Aforementioned 80 large smartbombs get set off simultaneously.
4. Every carebear in the universe cries simultaneously.

hehe which is why there would be security level restrictions :)
ie: have to be - 3.0 or more to bribe :) hence not allowed in higher security (or is it 5.0? :S ) - that way systems like jita and so on would be protected - :)

I like the 1, hiring personal escort of concord ships while in concord sanctionned area (hi sec) would be great, then the suicide gankers would really have a hard time killing you.
Also, those concord ships could shoot generic hostile rats (and concord keeps the bounty) if you're in a belt, also, they could engage thieves that stealed from you and that you shoot (avoiding automatically shoot your hauling friend that is not in your corp), but it would be at great cost like a popup : "are you sure you want your escort to shoot this thief? It will be xxxxxxxx isk as your contract was only to defend your ship from harm."
It has to be expensive, more than what you loose in 1 full jet-can of omber.
Also, such escort must be powerful, but not indestructible nor have infinite reinforcements.
PS : I would like to work for concord... I also wanted to join the federation navy but I couldn't...
