It's not a feature, no, but it is well within the game mechanics and therefore not an exploit in the way players define an exploit. Have you ever heard a GM say that corp theft was something that needed fixing?

You knew the output hangar. Your corp changed rights to the output hangar.
Sounds like everything is working smoothly.

When you reorganized the hangars you allowed this to happen.
Learn from it and rebuild.

You can blame the losses to game mechanics to them too if you wish....
