Something messed up is my best guess if you haven't attacked anyone for days as you state. Petition so they can figure out what happened and hope they can prevent it from happening again.

So if into a Gallente 0.9 or 1.0 system I get the Gallente Navy on me? And if so what is the response and can I get away from them?
PS: Glad I know about that before I take a freighter into Gallente space... :S

This should have happened, your sec status is actually yoru standing to concord. If you get -5.0 they attack so you did get concorded...sorry for yoru loss but you shoudl check yrou systems ------------------------------------------

he's -2.4 not -5.
this is broken, UNLESS all faction navies were recently buffed to insta-lock and super-scramble.

All Navy ships are pretty much harmless. Usually three frigs. They'll follow you around and respawn if destroyed.
Had a funny situation the other day. Parked a passive tanked Drake at a moon and went for a bio break. Coming back after like 5 minutes I realized that Gallente Navy was poking my vessel.
Totally overlooked that I had entered Gallente space with horrible faction standing.
Drake still had 99% shield.

That's not broken. It worked as intented according to the Security and Travel restrictions.

I've been -2.9 for a while and when I jumped into a 0.8 system I got super-webbed and 'super'-scrambled and jammed almost instantly. Nothing other then some really-fast aligners can get out (and even then with lag or 360-turns you get snagged).
I tried it once with a throw-away stabber, the stabber did +5k/sec (snakes ftw), it got webbed down to less then 100m/s and still dropping speed (but died, so dont know where I'd eventually end up).
However this is just the navy and the trick is to get drones (preferably heavy's) out before you get locked which results in the commander (the one that jams + scrams) to get the drones on him. Once's he's gone you can warp.
This was in 0.9/1.0 systems, not sure if the lower sec systems get weaker navy ships (or that I've been unlucky).
I got really annoyed by this though so I just npc'd my way back to -1.989
Note that this is most likely -not- the same navy ships you get on you when you have bad faction standings. For me the commander (the one that scrambles / jams / webs) was always a very-very-very-fast locking BS and the 2 other ships where usually cruiser/battlecruiser size. Damage wasnt that hefty (my mealstrom was tanking them 'ok' until my heavy's killed all 3).

Yulai, isn't that a Concord system. If so then them attacking you is not a bug, however the message received would be in error as it should identify you as a criminal to them :).
To those asking why concord has its own systems, it has to have some place to build its ships :)

edit: maybe not then, I dunno. but I've seen guys below -5 make the run from Syndicate to Yulai without getting screwed at the gates.
The idea of Concord is being an independend Police force that ruthlessly deal with Empire criminals.
Faction Navy is under faction control. Why should it be bothered with some outlaw? Maybe an outlaw got his negative sec status from killing individuals from an opposite faction?
So I think it's ok as it is.
Btw. if you want to pass Concord you don't need a fast ship. You'd need a ship with outmaxed inertia.
Your average warp alignment must take less than 5-6 seconds.

I just went through Yulai and several systems around there (about 20 high sec) and I get the usual message that criminals are not tolerated. I saw no CONCORD ships spawn to kill me and the only time i was shot at was when there was lag when I docked and one of the NPC's shot at me.
I was in a shuttle however, and im -9 sec status.
I always thought that only the navies came for you when you had negative sec? Seeing as avoiding CONCORD is an exploit and I just did it 20 or so times - or is it a weaker version?

No, SEC Status is CONCORD, faction status is Navy as previously posted by someone else. if you are neg sec you answer to concord. -5 and mroe you answer to anyone who can get a lock on your ship/pod.
Yet another "I am an ebil hard pirate, but WAAAA I got shot by concord" thread.
Carlsberg dont make Eve Pilots, but if they did, i wouldnt be one of them.

Last time I looked that system is held by InterBus (therefore not CONCORD). Although I do think there are CONCORD vessels that protect it.

CONCORD = Faction Police in CONCORD space. They took the role of Faction Police ships, and got the same abilites of them. Note that these were "CONCORD SWAT" ships not "CONCORD Police" ships, and thats why you weren't insta popped.
All faction police ships Insta Lock and Perma-Jam. They just don't have the insane firepower and are killable. You have to use FoF missiles.
Had that been a CONCORD Police attack, those hits would have been for the thousands of damage, not hundreds.
Edit: The message saying you've engaged in criminal activity is fishy. Whats your Sec Status?

Concord do NOT shoot you for going in .5-1.0 systems for being outlaw. Concord DO shoot you for going in 0.5-1.0 systems with global crim countdown. Navy DO shoot you for going in 0.5-1.0 systems for being outlaw.
It would appear that the navy in your system, was indeed concord. As it wasn't the real concord, the damage was terrible, but the locktimes/scramble times were uber. If you ask me, it's a bug because they're retaining part of their concord traits even though they're only supposed to be the faction concord. Or something.
