Sorry, that's not quite true. Mine perma-reps just fine.
Admittedly, it doesn't remote-rep friendlies while doing so, and thus the ability to turn off half your rep is nice on the armor-tank variations, but it can sustain all tank modules indefinitely. That, combined with a Shield Boost Amp II [since the spot where a second rep would go is free] makes it more or less on par with other carriers. I think they're all just about balanced, personally. It's all about favorites.

QFT. Perma-boost chimera setup:
Mids: EM hardener (t2 or deadspace) Therm Hardener (t2 or deadspace) 2x Invulnerabilities (T2 or Faction) Cap Shield Booster Shield boost amp (t2 or faction) Sensor Booster T2
Lows: Cap Flux Coil T2 x4
Rigs: Cap Control Circuit T1 Cap Control Circuit T2 x2
With Pith x-type EM/Thermals and CN or DG invuls, and Caldari Carrier 5 (almost a pre-req nowadays) resists are 81-88%, and max cap skills you'll sit at something around 10-15 extra cap/second regen. (enough to handle 1 heavy NOS)
More if you sac the sensor booster for a cap recharger.

If anything I'd say the massive disadvantage that caldari carriers are at is CPU.
It's nigh impossible to fit a shield tank and a remote shield booster with any other real carrier gear.
Other carriers can fit sensor boosters and warp disruptors (cap-to-cap tacklers) without affecting their tank.
Plus flux coils are mods that both positively AND negatively impact the ship, whereas armor tanks never have to fit any mod that negatively impacts their ship to get cap recharge.

Archon is a pleasure to be in and a Pain to kill everyone that flys one in combat for some time will say that . Also it has that best tank from all 4 and it's modules don't cost tons Estamel invuln anyone ?
But be prepared 2 invest at least 2 B if you want to see a real pvp ready carrier.

Carriers are tough, and its certainly a better place for it than on a fleet battleship, but they are still vulnerable to ewar and scramblers. I'd say the highest faction that would be sane to fit is gist/pith-x with maybe a kaikka invuln, DG or NC more likely.
Definitely want to buff the tank as much as possible, but carrier losses are commonplace enough where you shouldn't place your bankroll in it. Like engagement rings, maybe the "Two month salary" rule may apply (unless you're a rambo-type carrier pilot and/or a crappy one).
Besides, how much do centus/core hardeners go for these days?

Actually the Chimera, if faction fit, can achieve a better tank over the Archon. It just costs more isk to field one of these ships.
I'd agree with this estimate to fit, though, and that's not even including the cost of fighters and drones.
With loyalty point stores I think we'll start to see a lot more CN invulnerability fields, since they are just as effective as Dread Guristas.
Deadspace mods, lately, seem in short supply. I think maybe the alliances that control the supply of those deadspace mods are deliberately controlling their sale to artificially inflate prices. Since invention prevents them from exploiting the T2 monopoly they once had, this will fund the war machine instead.
