... an array that can be deployed at any 0.0 gate, that allows anyone who jumps in the chance to pay before they decloak and warp off freely. Thus, letting pirates who camp the chance to earn iskies.
Paying the toll, would allow you to warp anywhere at 0k. Anchoring the arrary would take 60mins.
And of course, please post all the exploited things you can think of, so they can be fixed early before release.

How does this improve the game in any way?
If people are going to pop you, they will pop you. If people are going to ransom you, they will ransom you. It is their right to pop you after you pay a ransom and it's their right to pop you if you try to do anything shifty.

Yes, but this takes all the tedious pew pew out of getting that ransom. It'd clearly be a godfather-style tollbooth, with the victim blocked inside and big guns at the ready to tear him to pieces. It would be a clean, efficient isk and/or killmail machine.

can we also have pink and blue fairies fly around our ships after we pay the toll so that the gate campers as well as all the guys in the system know we are enchanted and can not be shot at?

Also toll-booths? pffft, it's so fun to see a Raven uncloak inside a bubble with 20ships locking him.

THIS must be what Local is for! You jump into the system, you offer to pay... and then they ignore you and blow up your ship.
Assuming it was implemented, I can't imagine any current organization of PVPers setting these things up (or allowing them to be there).
On the other hand, if you had to pay the toll BEFORE activating the gate (and were therefore taking your chances regarding the camped or not-camped state of the other side of the gate), there might be some value in it. Imagine the comedy as half a dozen different corps put their tollbooths on a gate, and you have to decide which ones to pay off and which ones to blow off!
