I am in the fortunate position of being able to fly all races's ships, so I can make a pretty fair judgement.
Overall I would say I would go for Amarr. They perform well in most roles. They may not be the best in specific roles, but there are very few tasks where they just plain suck.
Caldari is great for PvE, especially missions where you can plan ahead, and they do have some top pvp ships (although maybe not as many as they once had). The Crow is a notable example of really solid ship, and the Eagle is probably one of the most under-rated ships in the game. For PvE SP requirements are probably the most attainable, but don't let anyone tell you that Caldari are generally SP easy, especially for PvP. To get the most out of this race you need a very broad skillset, especially with the more specialised ships.
Gallente have the Eos, which is superbly good as both a gang boosting ship, and in it's own right in the skirmish role. They also have the Megathron, which is arguably still the best all round BS in the game. NOS Domi is a bit bleh, but worthy of note. Oh, and they have the Arazu. Probably the easiest total skillset in the game, but then again that is offset by drones being naughty. Silly drones.
Minmatar. If you need a frigate of any type then you can do much worse than picking up a Minmatar ship. Wolf & Jaguar are both evil, the Claw is solid, and of course there is the Rifter (This seriously is one of the very best ships in the entire game, especially if you move back to it with a good skillset - unlikely I know, but give it a go). Tempest. Wow. Still the alpha strike monster it has always been been .. but unfotunately alpha isn't as important as it once was. You do not want to be on the wrong end of one of these with a high SP player at the helm. Sillset. Ugh. Basically you need everything - turrets, missiles, armour, shield, and all the other core skills to get everything out of this race, but the payoff is fantastic.
Amarr. What do we have? Solid inties, the Malediction being one of my favorite ships in the game. Fair assault frigs. Not outstanding, but the Vengence makes a good heavy tackler. Zealot. :) Pilgrim. :) Damnation. :) (Looks great, but I think the Eos pips it) Oh, and the Armageddon (best bang for your buck fleet ship) and the Apoc, which is a great workhorse with no glaring shortcommings. Skillsets: Lasers, Armour, and a sprinkle of drones and missiles. Cap skills are (slightly) more critical than with Gallente, so it is probably just slightly harder to train.
Drones (which it may be argued would swith the places between Amarr and Gallente on SP investment) are, without doubt, something that every race needs - and so I have not used it when comparing skillsets.
Oh, the Amarr have the best looking ships, which is the real reason for me picking them.
