If its any significant amount of time and the temp ban kicks in immidiately... this can be used to delay any corp thief form getting away with the loot, wether he was acutally hacked or not, in order to setup measurues which will prevent him from leaving your space safely. It can also be used for other metagaming purposes. From what i understood... 1. Someone connected to the char(or not even connected to him by corp or whatever?) petitions hacked account for that char. 2. CCP issues a temp ban for the char while investigating Im sure you can see how this can be abused...
