The only difference in lowsec vs. highsec is the risk of being ganked. It's a lower risk in highsec, but not a zero risk. That you already knew.
Your agent pay you more for doing missions in lowsec because the risk of getting ganked is higher, which is logical. What you are saying is that you want to do missions for that agent because he pay more, but totally ignore the reason why? It's your responsibility to lower the risk of getting ganked when doing missions in lowsec.
What I mean is, that doing missions in lowsec systems that are not controlled by any corp or alliance is where the pirates hang out, and thus the risk of getting ganked is so high it's not really worth it.
So why are there lvl4 missions in lowsec at all? Because once you get into a nice corp, that's in a nice alliance.. They might be in control of systems that have agents. These agents might give missions that will pay a lot of ISK and LP, and since it's controlled by the corp/alliance the risk of getting ganked by pirates is pretty slim. You see, the pirates have to think about risk as well, and there's a very high risk when it comes to invading corp/alliance territory.
So. Don't do missions in lowsec, especially not alone, until you can assure your own safety by being in a corp/alliance that controls (or can provide security) for that system. Anything else is just a matter of checking local and have safespots everywhere (not that it's a good solution but the only way not to get blown to smithereens).
Do you get it now? I don't want to flame you, I understand your frustration. But it seems that you were forgetting some of the most important aspects of EVE. Mainly the part where in lowsec you are responsible for your own safety, not CONCORD and especially not CCP.
