Many people are going to tell you Amarr ships are terrible. The truth is: The Omen is a fantastic PvP training Cruiser. It served me well when I started the game (and there were 4 kinds of ships, and no such thing as T2. . .) and I still see young pilots fly them into combat.

The Omen isn't bad really, it's just that most other races cruisers out-perform it. But, if you want a cheap Amarrian gun-boat to try some (gang preferably) PvP in, the Omen will be fine.

Omen lacks cpu/grid to fit anything decent. It's strange I know, but the Amarr tanking cruiser (Maller) actually does marginally less damage but is so much more survivable it's not funny.
The tiers in this game are messed up - some ships are just plain useless for a measly 1-2 million difference, justified by a lame Tier X > Tier Y! Sigh.
On the other hand, the Omen DOES look cool. So it's up to you. I fly them sometimes just because I feel like it, just like sometimes I'll still cruise around in a Augoror (lol), Omen, Prophecy, and Apocalypse.
PS> My Augoror died to an interdictor :(.

I would stay away from Omen if i was you unless i had great skills. Omen has severe fitting issues (so wu and awu would be a good thing) and all it can do is some dmg. For that you want to have tech2 med pulses, drones and possibly a launcher. So looking from that point Omen needs actually a lot of skills (not to mention cap skills here ) to be flown effective. If you don't have these skills a maller will always outperform Omen (it has way more grid, an additional turret slot and one low slot more). You can fit full weaponry easily on a maller and still have a somewhat decent tank and the obligatory 1-2 medium nos.
Of couse Omen is still fun. I would suggest (for gang):
4 x focused med pulse 2, 1 x small nos 1 x mwd, 1 x web or scram, 1 x small inject 1 x small rep 2, 1 x dmg control, 1 x 800RT, 2 x hs 2
and drones obviously.
Works fine and does about 280dps imo with mediocre skills. You can absorb some damage (but generally you will die when shot at) and put some (!) hurt.
If you want to go solo you will have to switch the injector so that you have full tackling gear. A med nos is very much recommended in that case so you will have to drop the plate which really cuts down on your already poor survivability. Well maybe you should better fit the plate and small nos, not sure, maybe test it both if you feel it could work.
Not sure which cruisers you can take in such a setup as i've never soloed with an omen(not on tq ). I'd guess you can try the lesser ones. Actually i'd say you should stay away from well fitted ruppies, raxes, mallers, arbitrators and vexors. Of course many people actually fit crap on good ships, so...
Now, i can't let this go without saying that arbitrator is the best amarr cruiser but you need drone and ewar skills to make it effective so maybe thats not an option for you. (it also looks even better than omen imo)
Also with not so high skills maller is very forgiving about fitting and such, so...
You didn't ask for it but I'll just add it and mention that it will pwn an omen anyday:
4 x medium pulse 2, 2 x med nos 1 x mwd, 1 x web, 1 x scram 1 x 1600RT, 1 x small rep 2, 2 x eanm 2, 1 x dmg control, 1 x hs2
Those pulse lasers are frigate sized weapons btw. it only is about 1-2 weeks training for the t2 version. It does pitiful damage (~130dps) and range is under 10km even with scorch. But it can mess with all cruisers including rax and ruppi. You just tank them, suck their cap and wait for you to slowly kill them. All my fights against well fitted raxes were very close and i've won my fair share of them - i really think maller is underrated.
Also t2 isnt necessary especially if you are new to the whole issue. But from an efficiency point of view t2 weapons and armor repairers are certainly worth it. So i would work way towards it asap. t2 tank is probably a bit of overkill for a t1 cruiser imo.
Sorry for long post. Make note for myself: i love coffee but it doesnt love me.

Maller is just as good, just add one more damage mod and those 5 turrets will perform as good as the 4 bonused on the omen, and you will tank better too...
It's great being Amarr isn't it.
