I'd say the new regions are quite safe (probably won't last though), but the Drones won't help your sec status.

That was interesting reading. Although, as a member of a corp that started in Great Wildlands, relocated to Syndicate, and decided to settle in Pure Blind, I'm thinking that Rod has a different set of priorities about what constitutes a good region. Depends on your idea of fun, I guess

get you raven and fit a cloak on it - and - bobs your uncle... you have a 0.0 ninja ratter.
dont hang around in a belt if you have anyone you dont know in local and if the peeps stay in system for longer than a min you know they are prolly looking for you - just stay cloaked in safe and pretend to be afk :)
you dont need anyones permission to go to 0.0 just be careful going through the bottle necks and have a scout in the area to check gates and stuff out.
dont get too attached to looting you just keep the good stuff you find or you will be goibng back to empire all the time to unload and theres where the danger is mostly - travel -
once people figure out that you are a cloaking ninja ratter they wont spend too much time even trying to probe you out.
oh yeah and make sure you kill teh scramming frigs b4 you do anything so you can get out fast if needed and always be alligned to safe.
there ya have it - have fun

Safest in terms of what? Full on attack or roaming gangs? Almost every region has roaming gangs hunting miners and ratters, While some regions are unlikely to face a full on invasion any time soon. What type of safe do you desire?
Best ratting, this depends on what you deem the best rats. IMHO the various NPC 0.0 regions have the best ratting i.e. curse, stain, venal, fountain and delve.
Best Market - this fluctuatates and I dont think anyone can answer. Usually the region with the best market is one that has just been conquered and the firesales are in progress.

There is no such thing as safe space.
That, and if you're looking for a 0.0 alliance based upon their ability to protect you while you enrich yourself in "their area", you might want to re-examine why you're going there. Unless you are able to defend yourself capably or want to fight for them, and help them in exchange for their services, I'd stay home to make your ISK.

EVE is all about risk vs reward, great rewards come with great risk. 00 has the greatest rewards along with the greatest risks.
Also, people go to 00 for the unrestricted pvp aspect, no concord, no sec penalty. 00 Is for PVP.
So when you go out in to 00 prepare to fight for your right to live there, and in your spare quiet time, rat or mine.
And yes i am mostly an industrialist.

Just a little FYI...players with that kinda attitude..get a nice fat KOS. And as far as someone mentioning the cloaker raven...yep it works..and nope we do not consider it a waste of time. We will actively spend the resources to kill you. These belts belong to the members of the alliance that have earned the right to be there!
They use the rats to supplement their income to offset expenses. You would be considered a  leach...

Would you guys stop this holier than thou crap? It's getting silly. Many many people are in 0.0 for the rewards, and none of the risk. Risk versus reward, oh my...how naive can you be. There is no risk at all in 0.0 if you got some experience. I'm in 0.0 for a year now, and the only time I was ganked without me actively searching for trouble alone or in gang, was 3 days in after I got there. Gank squads don't even come near enough to be on the same grid.
One word of advice: The market is bad anywhere.

There are some "O"s on the map, but yea, not all of it is right for 0.0, I learned that the hard way, trying to dock at what I thought was an NPC station.
