Does anyone know what the systems have NPC stations selling Exhumer BPO? I gather that they are all in Outer Ring?
Also, is there an alliance that 'controls' that region or access to that region being that it is an NPC sov region?
What are my chances of getting in there and out again in a fast ship? There seems to be a number of routes into the region, is any one of them more dangerous than the others?
Any answers appreciated.

If you want an exhumer BPO, you'll need to either post in the 'want to buy' forum or ask in the 'trade - blueprints' channel. If they are for sale at all (unlikely), expect to pay hundreds of billions.
The assortment of people building exhumers these days are mainly using Invention to do so. Have a look at invention guides, and get ready to spend hundred of millions (a thousand times less, and yet still very expensive....)

You can of course buy one from a player for alot more, but originals should be found being sold by that corperation ( I see no reason why it wouldn't )

Well, look at the company that makes the barge, search for the company in the search tab, and go to one of their stations. That is a surefire way to find a station that sells a particular bpo. And yes, naturally you can't buy exhumer bpos from the market, but you noted you meant mining barges.

i may be mistaken, but maybe someone has an exhumer bpo, a leftover from the times when there was no invention. i doubt that it would be on sale, but you can put up such a request.
you can invent exhumer BPCs by using the respective mining barge bpcs.

Yup, the NPC faction stations selling the Tech1 Barge BPO's are in ORE sovereign space. Aquiring a tech 2 BPO is only viable via eitehr contracts or the forum.

Good luck on getting alive with the BPO out of outer ring!
Also, keep in mind that those BPOs are quite expensive, as much or more than a BS blueprint.

Look up contracts, or go to Jita, there are people that make that run and sell it at a marked up price to others in empire.
Outer Ring is controlled by someone, I just don't remember who, but regarding the ship question, if you have experience at flying an inty and staying alive, I'd give you an 80-90% chance of getting out in one piece, higher if you do it in the dead of the night with an alt scout checking the main pipes from empire to 0.0. If you haven't flown an inty before, I wouldn't recommend that this trip be your first experience  .

I run a barge BPO importing service. I've done the run many times with no problems.
I charge 20% over the NPC price. Delivery is anywhere 0.5+. A contract is required in advance. All risk is mine until you have your BPO.
Prices: (NPC in parenthesis)
Procurer: 540M (450M)
Retriever: 1,080M (900M)
Covetor: 2,400M (2,000M)

Thanks for the advice.
I went and did the run in the last 24 hours and I ran into trouble but survived. I like the idea of doing this run and selling the BPO at a mark up. Maybe I should do it regualrly and find a trading hub that does not have anyone else doing it?
Oh well, it's not like I have enough money to afford a Covetor BPO yet. Just as a Note. Because there are only 3 stations in the whole Outer Ring region there s almost nobody there from what I could see. Not true for the region I went through to get to outter ring. It made me wonder if it would be worth going to some backwater little place out there and mine my heart out!
