I think the word you're looking for is 'oligarchy'.
Given how easy it is to pack up and leave an EVE corporation, I see no reason for them to be democratic. Feet are an extremely effective voting technology, in those situations where you can use them. (ie: if the population can't leave, then they should have a legal mechanism that helps them shape their government. But in EVE, you can leave.)

Pure Military approach does it best in my experience:
You have a head honcho who decides and then you have the grunts to do all the legwork, eg. delegate all the work to, so you can do some more thinking. Hint: This only works if you get a smart and non egomaniac selfstroking guy as your "dictator". And hell, if this guy needs to go, he has planned everything for the next 4 month in advance anyways, and as his grunts have all guidelines beforehand, you dont get leadership vacuum.
