Now, if they take away the static belts and the only way to find the belts is through scan probing, then the ore ship will have time (slightly that is) to un-anchor and warp off to safespot of POS. But if this ship is introduced before the static belts are gone...this is going to be a monumental failure. Atleast with hulks you have time to align and warp to station/pos/ss. But with this ship, you are risking a huge amount of isk for something that a badger loaded with a large tower and refining array can do without much risk.
For stealth mining it's not really going to work. All one will have to do if you are FC of a small gang you are just going to open up the map and check for out of the way systems that have a slight blob and have high end ore in them and go straight for that system. Meanwhile the ore ship is in siege mode (or whatever) and once the gank squad scout enters system, hes going to scan you down without probes within probably 1 minute and land right on top of you and in comes the whole gank squad and here you are sitting in your 1 billion+ isk ship not able to really do anything tbh.
And sense the ore ship can't use fighters, and probably most of his gang are going to be in hulks or what have you, you aren't really going to have much of a defense if friends are more than 10 jumps away. Just my 2 cents (from a roaming gank squad AND mining point of view)
I feel you're not thinking of the demographics who are really going to be drooling over this.
People (like our own alliance) inhabit space with relatively few and far between stations. Mining in these areas are a pain, because you've got to either ship the unprocessed ore some distance to a station, or use a criminally inefficient POS refinery (and then use conventional carriers to ship the finished products to a station). This ship will allow mobile ore compression for travelling mining ops, cutting out a good couple of tedious steps. Security wouldn't be a problem, since it's still in friendly (thus protected as much as any 0.0 can be) space.
Ninja miners can still enjoy it for a bit of nomadic mining fun, but they'll just need to bring appropriate combat support too. You'd have to be daft to take a non-combat capital anywhere with nothing but hulks for protection.
In other words, I think our corp are going to want one 
I'm glad they did it the way they did. I was worried that any ORE capital was going to be too damned good. This way (with it's Siege mode or whatever it's called) using it is to risk it, just like a PvP ship. And just like any Capital, it's going to need team work and coordination to use right- not just a solo(roid)pwn mobile. --------

CCP Chronotis says that it'll cost similarly to Carriers, so only 1.something billion.
There will also be three new skills, so it won't be right out of the box  --------
