As we all know the Ares is not a very good fighting interceptor (understatement), and the 2 mid slots mean that it (like the Claw and Crusader) doesn't tackle well either. So what it what it has going for it is a high base speed and 4 low slots which means it's one of the 3 fastest interceptors, and that it uses missiles which gives a good range and no tracking worries. Unfortunately it only has 2 launcher slots and therefore crappy damage, which leaves us with speed. Add to that the much faster warping speed (13.5 AU/s) compared to the Taranis (9 AU/s), and what you have (aside from a great t2 0.0 blockade-running shuttle) is a great scout that is extremely difficult to catch.
Of course, you could get even better speeds from the Claw and the Crusader, but if you happen to have trained Gallente frigate to 5 and don't want to spend 10 more days training for other races, this is what you have.
Highs:
2 x standard missile launchers (whatever kind you feel like fitting, you won't be using them too often anyway, or at all) 1 x Improved Cloaking Device II
Mids:
1 x 1MN MicroWarpdrive II (Or Gistii a-type if you wanna make that investment) 1 x Capacitor Recharger II
Lows:
2 x Overdrive Injector System II 2 x Nanofiber Internal Structure II
Rigs:
2 x Auxiliary Thrusters I (or 2 x Polycarbon Engine Housing I, if you wanna spend the additional money, and then 3 Overdrive Injectors instead of 2 in the lows) ------------------

... wth do you mean that the ares isnt a very good "fighting intercepter" thats total BS. Its one of the fastest intys with base speed and with the four lows you can put 2nano/2overives on to kick its speed with a mwd up to 5-6km/s depending on skills.
put afew 75mm gatlings on and 2x std missiles on and it does some damage and goes fast. ~~~~~~

Actually, it's easy (even without rigs) to get it up to 7 km/s. With the above setup it will do 8 km/s with Navigation and Acceleration Control at level 5. With the expensive alternative given above of gistii a-type and polycarbon rigs instead of auxiliary thrusters, it will do 10.8 km/s.
I imagine if you add in some really expensive implants you could go way above that.

If you're going to fight within range of those 75 mm and slowly enough to be able to track with them, then you might as well fit 2 rocket launcher and 2 blasters instead and go in closer. And then it's just a weak Taranis. ------------------

There's pros and cons for both. The covert ops of course (I'm personally close to using one, just need 4 more days training for cloaking 4 so I can use a covert ops cloak) can warp cloaked and probes fast. What this ship has though is survivability. A well set up camp can decloak a covert ops at times and then it dies. The high speed here means it takes quite a bit to catch this ship. I've been caught once running around with it (without the cloak though, I trained for that some two weeks ago) in 0.0 in the last few months, and that was only because for some reason the gate wouldn't let me jump through that time. I died at least 5 seconds after I had already reached the gate, and it was still not letting me jump.
The speed is the main thing really, but the cloak adds versatility and a little bit more survivability to it. ------------------

well its only speedier uncloacked is'nt and I agree that can be a bonus of types but I think ability to warp cloacked has to win on scout, but as you sayif your uncloacked you can prolly run in are sif fast enough in others prolly not but you have to rmember risk of warping into scout point you will be uncloacked.
