You've quite clearly not tried to excel yourself in EVE and that's why your whining. It takes more than jsut skillpoints...

Now to the OP... The OPs argument boils down to 2 points. -endgame content not available to noobs (wrong) -only beta players have the skillpoint sets for Eve to be a true sandbox.... because apparently its only a sandbox when you can do and fly everything! (wrong)
well lets see... -I can mine (not fantastically well as I hate mining) -I can build (well enough to make a profit in 0.0) -I can fly loads of different ships, including 2 races T2 frigates and 3 races BS's damn well (if you include the rokh that is - not much sp in missiles and I don't want lots of SP in missiles, that’s called making long-term choices) -I can fly a carrier (because when I started this game I knew I would be here a long time and made the choice to start an alt exclusively for that purpose - that’s called dedication btw) -I was out in 0.0 at 5 months old, and thats late compaired to many. -I am a Director in a 160 man corp (because I showed dedication to the corp, lernt the game, and made a lot of good friends) -I am in a leadership position in our alliance (see above, but I'll just mention dedication again.) -I have fought practically every big name PvP entity in Eve, ie: BOB, MC. FIX, goons, RA, outbreak, TRI, blah blah blah blah, lost some won some, but more importantly... -I have had a ****load of fun. 
Well I aint no noob anymore by most people scales and I think I've done ALL the so called "end-game" content, though the funny thing is I never actually aimed for most of it, I just PLAYED THE FRIKIN GAME AND ENJOYED THE RIDE. Why people think they must have 40m SP to be having fun is totally beyond me, either these people have massive ego problems that leads them to believe it is there right to be able to pwn everyone in a 30:1 battle, or they are just badly outclassed in terms of knowledge of game mechanics by there peers and need SP to make up for it, that’s all I can come up with.
On another note, we did a alliance survey recently on SP, I think something like <2% of people who responded have the kind of SP that would indicate there char was born around Beta / release time, and I'm sure that is probably the case Eve wide, so all this whining about Beta players having too much advantage is just a load of rubbish given your chances of ever meeting one in 1v1 combat in comparable ships, its just meaningless.
If your not getting it, you not trying hard enouth, SP is nothing without the dedication.
