It's not viewed as real PvP to the PK'er mindset (Which CCP has) Real PvP is ruining someones day when they don't expect it, that's what the EVE PK'ers & UO PK'ing CCP DEV's want...
Interesting how a pvp game would steer away from something that would bring more people to pvp, isnt it... 
Because I believe it would become very, very popular. Maybe too popular, like you say.
if you had to use an actual ship and it would die for real, empire carebears wouldn't use it for the same reasons they don't join pvp corps or move to 0.0.
if it was a "holographic simulation" or whatever and you didn't lose anything, either no one would use it because it's completely pointless, or the market would go to hell because all the mission runners would rather pretend to pvp than do missions.

actually if the arena charged an entrance fee that'd be a pretty awesome isk sink and would keep it from screwing up empire dynamics

in that case it would be an unused waste of time, because the potential audience (empire dwellers) would either refuse to participate because it would involve them losing ships, or they'd go in with some godawful setup like this and cry on the forums after they get owned by a pirate's month-old empire alt in a tech 1 cruiser.

tell that to my corpmate who charged a gang of 9 (including a command ship) by himself in a hurricane and they all ran away. or the 6 of us who attacked a 15-man RA gatecamp, scared them off, and got 2 billion worth of stuff from the hauler they were supposed to be protecting.
just because crap alliances like FREGE won't fight unless they have a 5:1 advantage doesn't mean everyone is like that.

go to Oursulaert, drop a can outside station 3, ask in local if anyone wants a 1v1. none of the 150 people in system will take you up on that unless there's a bored mercenary who wants a break from station camping. the rest of them won't fight, even if you only go to structure, because they're giant pussies who won't risk anything under any circumstances. they never go to lowsec, they never go to 0.0, and they fit ridiculous navy raven setups to run level 3 missions so there's no chance they'll ever die.

FYI, I wouldn't take your can either. You probably have 10 corp mates sitting in system waiting to gank me.
Oursulaert is a major hub system and I saw maybe three consensual PVP engagements in the two years I was there, not including people testing their corpmate's tank outside station.
no one will do it, even if you ask for 1v1 tech1 frigate at primetime when local is active and you're in a 1-man corp/npc corp so there's no possible way you could turn it into a trap.
