Just read the dev-blog over at http://myeve.eve-online.com/devblog.asp?a=blog&bid=490 and wanted to pick some brains.
If you look at the specialty modules for each cap ship, the skills are as follows.
Siege Module: Dread Advanced Weapon upgrades (5) lvl 5 -Weapon Upgrades (2) lvl 5 --Gunnery (1) lvl 2
Triage Module: Carrier Logistics (5) lvl 5 -Long Range Targeting (2) lvl 5 --Electronics (1) lvl 2
Assuming that the new ORE ship will play by the same rules, what will be the pre-requisites?
Also, since ORE doesn't fall under any faction, what do you think the skill will be to fly it? (probably exhumer 5)

Uber-miner support.
I see no turret hardpoints on it, nor do I see a reduction to fitting strip miners. Since there isn't a Fighter sized mining drone yet and according to the official dev response there won't be one, the best mining capability it has will be T2 Mining Drones or Harvesters.

very early stuff from the test server, dev's already said that there aren't gonna be any mining fighters with the ship itself, im guessing there trying to figure out a way to have a mining fighter thats worth while yet won't beat a bs mining. It'd be fairly simple in my opinion - keep it a fighter (so no drone skills other than Fighter itself will affect them), then play around with the yield, mining time and speed.
It's the main reason why people use T2 mining drones over Harvesters - despite the better yield of Harvesters, they're much slower than T2 Mining drones.
I suspect it's another reason that's stopping them, like possibly how to stop carriers and motherships using them instead. Maybe have the mining fighters only deployable when the industrial core is active?

Given that they use cynosural fields to move about, they won't be able to get into high sec.
Whether they can be built in high sec, I don't think has been answered yet.

Expanding on the uber-miner support speculation of this cap ship this is my idea of what it might be used for.
Cap ship cynos into designated system targetted for mining, mining personnel are shuttled or what ever via escorted convoy, mining personnel stow shuttles and draw their barges/exhumers (notice the size of that ship maint bay). Miners go out and pew pew roids while getting gang bonuses from roid's worse nightmare. Industrials haul ore to cap ship, cap ship compresses ore, after op turn in barges, cyno back to station, convoy goes home.
A few things about the industrial module. it grants a bonus to survey scanners and cargo scanners. unless survey scanners are going to be required for sniffing out roids once the 'get rid of belts and make them exploration sites' and the whole cargo scanner thing. Maybe to tell those idiot miners which roids should be pew pewed and the haulers what to empty??
Also it doesnt refine rather 'compress' ore useing something simular to 'blueprints' i have no idea on this one.
Anyone else can shed some light or atleast offer what they think?

As I see it from the dev-post, that won't be necessary, because the capital miner will be able to use tractor beams with a range of 200km. So you just mine, jettison your ore and the cap miner will pull it into its cargo hold.

Industry 3, Advanced Production 5, Advanced Mass Production 4 and Industrial Reconfig. 1 are the current skill reqs on sissy. -----

gotta say im dissapointed with the skill pre-reqs none of that is particularily chalenging miners will probably have all that anyway saving capital 4, and thats hardly a surprise,
