ok im just wondering what would be the cheatest in terms of SP and isk to be able to run lvl 3's with relative ease
i.e. what ships and what skills
Mainly a question for a friend who is new to eve and wants an answer reguards to how long it would take him to be able to do lvl 3's as easily as me ;)

Assault frig or hac I'd say :). Always try to be a smaller faster target with high resists. However much faster to train for a BC ( you don't have to have a frig or cruiser skill at 5 just 3)

More Complete Answer: Battle Cruiser skill to 4, if flying the Drake get all Eng skillls related to Shields up to 3/4 minimum, if flying the Myrm get all Mechanic skill related to Armor up to 3/4. For the Drake get heavy missle and all realted missile support skills up to 3/4, if the Myrm get Drone skills up so that you can use Tech II medium/lights. Gunnery skills are not as important on the Myrm (it does not get a gunnery bonus), but i have all gunnery support skills at 4 and i use either Med Rails or Med Projectiles on my Myrm. As you can see, skilling up for the Drake takes less overall SP's so....

Sentry Domi. Pwns L3s and has spare dronebay in case something gets too close which the myrm don't. Also can support better with a few rails in the highs.

Long term perspective for the Drake: With he shield skills at 4/5 and a passive tank setup (3 x Core Defence Field Purger in the rig slots), the Drake can tank almost all lvl 4 missions. So the investment in those skills for the Drake is not wasted

This was done pre-passive nerf -- I finished one of the hardest L3s (Blockade) in an unrigged drake with basic T1 fittings at 53,000 SP in engineering and around 90,000 in missiles, 50k in drones and BC 2 or 3.
Since that time I had fallen asleep in L3s several times at about 3 months old. One time my t2 drones finished the mish for me. So the real answer is: somewhere around 2-3 months until you can do L3s in your sleep. At the time t2 drones were pricey, so losing them to downtime hurt. =)
p.s. nice freudian. 'cheatest' indeed.

The passive nerf was actually incredibly gentle as far as nerfs go. My passive drake was 'nerfed' from 102sec recharge to 117sec. With 13k shields, you do the math. It's still easy mode for level 3's, and I'm sure it's sufficient for level 4's as well, just not terribly practical due to low DPS.

Drake - be able to use this setup:
7x HMLs (best you can afford) 1x tractor beam
2x LSE II 4x Resistance Amplifier IIs
1x BCU II 3x SPR
3x Shield Purger rigs
5x light drones
That setup will run every level 3 mission. It's also relatively low SP and easy to get better quickly. Get BC Level IV as soon as possible. Then go for tech II active hardeners and some cap skills to keep them running permanently. As you get better resistances, you can add more BCUs, which speeds up mission running considerably. Add in tech II light drones and you have a very fast Level 3 setup. With a focused character, could easily be done with a couple of million SP. ------------

QFT I use 5 x Garde II with max skills and 5 x 250mm T2 with Spike. Just drop the Garde II out right after you jump in and the first enemies go pop even before you have a chance to target them (if they aggro you at jump in that is). Killed everything in Gone Berserk level three in 5 minutes like this.
I just love T2 sentries, now if they only had the specialization skill as a requirement and the damage bonus that comes with it...
And I want Omnidirectional Tracking Link 2s, please.

Took me about 4-5 days for me to do all lv3 missions on a passive tanked drake with BC lv2, doesnt take more then that, the rest is just bonus
Fitting: Hi 7x - arbalest Heavy Cruisers
Mid 2x - Large shield extenders t1 rest - shield Recharger T1
Low all out Shield power relay t1
Rigs 3x shield recharge rigs
Then as you get time you start training for t2 equipment, i did most missions with lv2 in heavy missiles.
Sorry for not giving the exact setup, but i am at work right now.
I guess i should also mention that this is an alt and that most wont be able to afford the rigs and arbalest launchers, just wanted to give you an idea
