Actually, you can. In fact, I'd dare to argue, that you can do theoretically do damage with guns at 100 000km/s.
There are two reasons for this, which I am aware of.
1. The bugged 1% wrecking hit :) 2. The fact that your velocity on it's own without a point of comparison is not enough to make any decisions about the ability to track. Example: If there is an inty going exactly 100 000 km/s after you while you are going 100 000km/s forward, your transversal is 0 and you can hit.
The latter is what happens in speedinty fights. Crows usually try to orbit, ranged intys try to push away or push towards their target (if it doesn't have web) to make it run in a straight line, so they can track.

My crow has two speedmods in lows, goes over 13k/s out of gang and can permarun it's MWD and scram indefinitely. Get better skills?

Clearly you have never flown one, their cap is fine and they don't need any for their weapons.

It will, but not with your setup. Basically both intys need to throw about the same amount of isk on the ceptor, and about same player/sp skills for the sader to win. If the sader has cheap setup (going below 5km/s) crow will win every time. Remember, sader is /naturally/ faster than a crow. So given similar (T2+) setups, it will always dictate range and be unhittable by the crow (unless crow fits specific fitting with rockets/web ofc).

Watch out for competant stiletto pilots - after i'd been flying ceptors for a while i learned a few things - and that same ceptor has been alive for 4 months, and hasn't lost a single ceptor on ceptor fight.
Before ECM nerf patch maybe (used to fly around jamming stiletto of doom back then...) Not enough cap to really run web + 2 damps + scram. 2x TD's will win vs any turreted ceptor though.
