The problem with Caldari is they have systematically had their cachT pillaged by other races, in particular Gallente. They were supposed to be long range combat rail ships with sophisticated E-War packages. Well oops, someone had forgotten to make a turret based Caldari battleship, so after a bit of backpedalling they're a missile race!
Meanwhile E-War was systematically parcelled out to the other races such that Caldari were left with a heavily overnerfed E-War. An indication that a module needs a nerf is when everyone uses it. An indication that it has been overnerfed is when no one uses it. The scorpion is a paperweight.
Missiles! What a system. Everyone rolls their eyes and states two factoids about missiles: they always hit and you get to choose your damage type. Well yeah they always hit except when your target goes faster than the missiles you fired, or when you're in a fleet situation where the primary target is dead or warped out before your missiles ever got there (these are cruises). Missiles are really only useful in short range engagements where their flight time doesn't completely gimp them. As to picking your damage type, well good news! Most of your Caldari will be using kinetic because that's the sole damage type they get a bonus to. For the rest, if you think the 10 second (in good lag) reload time to switch ammo will be made up for by the "choose your own damage" advantage, then you've been popping too much X-Instinct. This doesn't even take into account the omni-tanks you see in today's fleets anyway. When you can get every resist up to 70 regardless, then who cares? Launch EM! Launch thermal. Fly a rainbow raven.
Finally shield tanks are a f***ing joke. Harder to fit than an armor tank, less cap efficient, and the big one, you fit one at the expense of your utility oriented mid-slots. Armor tankers get to have their cake and eat it too, throwing on a tank, and some e-war why not, or how about some tackling gear to solo in that Myrmidon? No problem! Who needs damage mods when blasters do obscene damage anyhow?
If you asked Caldari pvp pilots if they would trade a couple mid-slots for some lows on their ships, how many would say yes? The results would probably be correlated with how far from empire space they typically reside.
Caldari were supposed to be kings of long range, which you'd think would make them ideal for fleets, but they're not because being able to hit out to 250km means jack since no one is going to make a special warpin for the Rokhs. So they get to sit at 130-180km with everyone else and do sub-par damage. Oh well, soon I'll have finished my drone and gallente cruiser skills and then I'll just tell Caldari how their mission-running uberness balances their utter uselessness in any other arena.
