Pirates would come to empire, play docking games with each other, mission ***** to get sec status back, go shopping.
Carebears would stay docked, or like most carebears undock with no idea whats happening and then whiiiiiine.
0.0 alliances would actually be able to have decent fights as the empire huggers leave the server resources alone.
Awesome.

It'd be interesting, but it'd have to be done for more like 2-3 months to be an effective experiment, and starting areas would have to be kept highsec...
What'd we see would prolly be something like this:
1st weeks: General Whining and such, hardcore anti-pvpers would quit.
Following Weeks: Minor acceptance, Remaining carebears would move to the "Starting areas" if left highsec, but would be stripped of ore and have no missions, general consensus be, get out of the starting areas or you won't enjoy this game.
Weeks after that, areas around Highsec "Safe points" would become market hubs, gates around would be constantly camped, People would start gravitating farther away, colonizing 0.0 and such areas.
Further weeks, Major Alliances would see population boom as they take in the "No longer safe" miners, promising them protection as long as they help mine for there alliances, High sec mission runners would gravitate to 0.0 also, finding most good "Old Highsec" mission spots camped.
What I expect to happen, would be ore prices would sky-rocket, due to macrominers being-free2kill and most legiment miners would end up in large Alliances/Corps in the hopes of protection. This would probably mean that larger alliances/ones that activly recruit these "High sec reffugees" would be able to field more capital ships due to more ore coming in. No doubt the EvE population would decrease but it would really seperate the men from the gallente... errr boys.

Hum, what I think that would be seen is wildly different.
1st week : population of the server drops by 75% as players drop subscriptions. Traders quit because they don't want to hire escort to move veldspar, most players from empire quit because high risk ain't the reason they played. The major change to missioning / production / trading that followed forced to change their habits to something that those players do not find fun.
2nd week and 3rd week : pirates run out of people that jumped in the game without reading the patch notes and get killed easily. They start killing each other. Games becomes lag free. CCP fires 50% of their staff due to perceived future financing problems. Players continue to whine because : titans and alliances destroy and conquer the ancient low sec and slaughters the pirates there. Traders just stop playing since traveling doesn't make profits anymore. Population again drop by 50%.
4 - 8 weeks : CCP begins selling servers. The next upgrade has been postponed by 6 month, due to heavy restructuration of the game infrastructure and people getting fired for economical reasons at CCP makes the moral there low... Population continues to drop as noobs freshly out of the few high sec system get ganked just as they get out of them. They leave, because there is no way to make money mining veldspar, and no mission above lvl 1 to do, and the game is just boring.
The game slowly dies out since the only people that can make it into the game are alts / people brought in by friends already in alliances. There is few if any updates anymore.

I'm all for it. But to be equal, Concord should have a massive enforcement/bounty raid for a day on all persons with -1 Sec Standing.
Then we would hear the hard core PvPers whine for a day, logoffski and not play, and all the carebears would be free to go into 0.0 and have some fun.
It's only fair.....

Pick an NPC area of 0.0 as kind of an ''open house'' so those who fear null sec, can actually go see what is is about, and at the same time the pirates are only restricted from a region (use a simmilar sys in empire for the ''free fire'' zone in empire). something like:
"Due to preperation for a major bounty operation against the Thukker Tribe in The Great Wildlands, CONCORD has had to pull it's forces out of The Forge for the next 24 hours, after this time The Great Wildlands will be patroled and will have an active sec rating of 1.0 until the criminals are aprehended. Operations are expected to last for 24 hours."
Would add a bit of a change.

Hard to believe, but it's strangely usually a lot more profitable then combat... Then again there's that occasional module that's worth way too much.. Heh, my corp has a turnover of isk in the billions per week on our empire side carebearing stuff - pays for the capital ships and stuff we have in 0... -- "There are over 500 million fire arms in worldwide circulation. Yup, they announced a special hour on SISI (which had just been upgraded to the old TQ servers when they first installed the IBM Blades). They rigged the market so every station had thousands of every items, and gave everyone a billion isk.
It was, as others have said, good fun. Basically a great way to test out different setups without any real risk. Think I went thru 6 Wolfs and 4 Rutures :D

12 hours of 0.0 would be win!
but to balance it out, the other 12 would be everything is 1.0
and for people who dont pay attention to anything, when you click UNDOCK you are first warned if you want to do that given the lawlessness

all the people that are mining and producing should be happy, think of the increased sells they would get. if they want to stay at home or just run around in shuttles and watch, make shuttles invincible with no cargo space or mass for the day. i bet more than a few of those in shuttles would actually run back and grab a ship after a little bit

Alright, there needs to be a part 2 for this one... after the day of all 0.0 it should have a message pop up saying "Ok, after teh donut fuel, concord is back in force even in 0.0!" Then all the miners run into 0.0 to get the precious ore down there... the game waits till 0.0 is full of miners then pops up a message stating "Just kidding " at which point the little blue dot representing the system security goes red and then the jedis will be feeling something
