ive been doing a tour of 0.0, and visiting different npc medical stations. yesterday i had the option to switch to med stations i had just visited (sister of eve ones), today they are not showing up? is there some standing you need to have them as options? i dont understand why they arent available today...

Afaik you are only able to move your clone into a station where your corp has an office or the station you are currently in.
Might be some other factor that I don't know that's playing with you.

You can also place a clone in any station with a med bay that belongs to your original NPC corp from character creation.
I used to get It. Then It changed. Now I don't even know what It is.

1. Those stations that are owned by your original NPC corp that your character was in when they were first born.
2. You are currently in that station with the med facility.
3. Your corp has an office in that station with the med facility.

i am trying to explore, and it seems to be limited to the last 16 stations you have visited. can anyone confirm this? this makes exploring pointless...

Depends on what you are hoping to accomplish by exploring. If you simply want to move your clone, just go to the station where you want you clone to be (obviously it must have a medical bay) then you can relocate your clone. Exploration should have nothing to do with where you place your clone.

I was under the impression that you could place a clone in any station you've ever visited, though in practice that doesn't seem to be the case.

i was also under this impression. originally i wanted to visit all of the npc stations in 0.0 and be able to set med clone there, but i found out you can only clone at 0.0 station you are at, or your corp needs to have an office there (i am in the gal navy still, so thats out).
then i was trying visit all of the corners of gallante space, so i could set my med clone there if i need to. what seems to be happening is that i can only set it to the last 16 stations with med facility. 
yes, i do have jump clones, this just seemed more flexible.

It's also fun when you're out in 0.0 and need to pod jump back to empire... but all the stations that you can pick from are on the near side of the blockade, or 40 jumps past it.
