Since when doesn't the ship's speed rise anymore when you put an expanded cargohold offline?
This wasn't so in the past, was it???

Someone was probably abusing it.
Or a dev over at CCP decided "The huge cargo hold is still there.. you're just turning the lights and support systems off, it shouldn't effect your speed". ------

You simple put it offline whilst in space, when you realize that you don't need it. So you go faster without having to unfit it at a station.
It was a neat feature, but they removed it  |

BTW overdrive injector systems still work that way - vice versa, so I kinda can't understand it... |

Not true, the cargohold still shrinks if you put the mod offline as well as it did definitely shrink in the past. So it's not fair to nerf the speed gain imho. |

Just because you can't use the cargo space doesn't mean it isn't there. The cargohold expansion when offline may not be fit for carrying goods, but it's still a physical component of the ship and thus slows you down.

open the doors so any cargo in those bays are vented into space yes it sounds silly and I have no idear why you'd want to do that, but you cant use that cargospace till you close the doors 8)

Oh cmon I thought this is a sci-fi game isn't it, the question is not how you could physically realize expanded cargo. It is rather about 'module logic'.
Otherwise from a strict scientific standpoint almost nothing would really work in this game, would it?
For example:
Cargo Container Information Mass: 10000.0 kg Capacity: 120.0 m3 Volume: 100.0 m3
