Because it doesn't block a scanner.
Closing you cargo window blocks the scanner. All you cargo is safe to haul in an untanked ship on autopilot. Do not worry about the ships locking you and scanning your ship they just want to give you a hug.
i like to give hugs with cruse missles 
Imo, torps give better hugs... especially to large ships.

the only way to properly solve the freighter gank problem is if concord woul partly loot the destroyed ship (say 50% of the remaining loot) and returned the loot to the original owner
IF AND ONLY IF the ship was destroyed unlawfully (excludes corp wars, kill rights, ore thieves, whatever)
I for one lost an executioner with 100 mech. eng datacores after jumping into jita and getting lagged out... the first thing I saw was myself in a pod next to my already looted ship
