Im having an issue with a player stealing whole secured containers Normally when / if you steal the owner gets kill rights to take out the offender but in this case my containers are being stolen but i get no kill rights and face a standings loss if i try to protect my cargo container .
A what can i do to protect container ?
B Is this a game exploit or a cheat coz i cant take anyone elses containers but he can take mine and other poeples

You have to anchor them - which is not possible in 1.0

I'll try to explain bro.
I believe items can only be anchored in .7 space and lower, so when you jettisoned your secure can he moved within 1500m and scooped it to his cargo. You can do this back to him if he then jettisons the can back out.
How this affects aggro/flagging rules, I am not sure. Easy way to mitigate this would be to just mine in .7 or lower space.

Dumping a secure can without anchoring it is akin to throwing it away. Unlike a jet-can (jettisonning your cargo-other cans excluded) you have no recourse if someone picks up the whole can.
As stated previously, you can not anchor in .8-1.0 space. Any anchored cans you find are ages old, as this rule did not exist long ago. There are still some remaining anchored cans in .8-1.0.

So if you can move a deployed container 1500 m you can then steal it safely with no penalties
cool, time to steal everones containers
I think EVE should award kill rights for that type of theft as it is really damaging financially to lose a conatiner that took you 3-4 hours to earn and it may be pocket change to a veteran but a newer player its a massive financial loss that is beyond a joke .

It is not a massive finacial loss, even to a new player.

3-4 hours game time isnt what i would call a minor loss but then again i guess some people have 24 hours a day to play I wish i could say the same .

I agree I also wish I had more gametime then I do, however it does not impede me from making enough money in the game so that I can support my playstyle.
If you are at a complete loss as to how to improve your finacial situation in game I suggest you try another forum(as this is C&P) or if you like, evemail me game and I will see what I can do to assist you.

But also in this game its really hard to earn enough to get the ball rolling , but once you get a decent ship / or a mining barge etc etc the $$$ flow easily from then but until that time it takeas ages to get anywhere .

You are drawing the wrong conclusion I believe.
Secured containers are secure because you can set a password and anchor them. This makes them nigh impossible to destroy, and theft is unlikely. If someone guesses your password (if you make it silly, like: 1234) then they can freely open it.
Now: If you dont anchor them (game mechanics prevent anchoring in .8-1.0) they are not secure. These cans are intended to be anchored in space, thus simply jettisonning them is not how they were intended to be used. Therefore; ccp allows others to freely scoop them, to prevent people from cluttering hi-sec space.
Jet-cans are a different subject. They have long been debated from both sides, and these debates long ago brought forth agression timers. Bottom line: They were not intended to be used for mining, but since so many do so, ccp has implemented a method of recourse should someone 'steal' that which you threw away.

First, let me say welcome to Eve, its a big universe out there.
Second, I'd posit that its probably a good thing that you didn't get kill rights. You would have opened fire on whomever stole your container, then they very likely would have killed you. There are countless pilots roaming around space stealing cargo from miners in the hopes that they will open fire - its a great way for someone afraid of lowsec to tool around in Empire and try to generate some action (from their perspective at least).
I'm making these presumptions based on your assertion that the loss of your secure container's contents is a 3-4 hour setback - that means you were probably in a frigate / maybe in a cruiser mining. For the dedicated mining ships, filling up a secure container is a matter of a few cycles.
Best of luck out there, and if you can sort through the ISK spammers, you'll find Help chat and rookie chat to be good places to get answers to the myraid questions doubtlessly whizzing about in your head.

By the way the game actually gives you different options called Deploy and jettison separately which is a little misleading because by using the deploy command to use the secured container it gives the impression thay its being used correctly while if i were to just jettison /dump a container then it would be understandable if it were taken without penalty Oh well i know better now
Thanx once again for the advice :)

didnt see that in the whole thread (read it verrrry quickly), so ill just thought id mention it:
cans in 1.0 have been anchored long ago, it cant be done these days. that probably got you confused, thinking your cans are safe.
you need to anchor them to be safe. the .7 thing has been mentioned already...
good luck!

It's traditional for trainee ore thieves to steal unanchored secure cans, repackage and sell on the market. Especially if someone smacks them in local for it.

What do you mean afraid of low-sec ? How do you know they are afraid of low-sec ? Have you asked them if they are afraid of low-sec ? Aren't you afraid of low-sec for not stepping out of high-sec and only doing 1;1's ? Aren't you afraid of unconsensual pvp since you support the ideea of introducing arena style combat to EVE ?

Not if you can move it 1500m, you need to be 1500m away from the can at a max. to scoop it up.
Anchored cans can not be scooped up only un anchored ones. Hells

Yeah i misread an earlier post . I do know u need to be within 1500m i just got confused because I couldnt scoop my own container back lol yet the other guy could .
I have since worked it out. The option to scoop up someone elses container does not appear automatically in right click menu's like when you scoop up your own container for some reason you have to nudge up and push the container a little to activate the scoop option in the right click menu . To me i thought it was a game exploit like skywalking in HL CounterStrike hence was initially confused coz i couldnt get my own containerback till i worked out the push method activates the scoop option and automatically changes ownership to whoever scoops it up . Its a sneaky way of stealing without penalty .

pointless? secured containers ANCHORED in HS are untouchable, you cannot steal from those nor you can scoop anchored ones (also, to unanchor them you or your corp need to own them). cans are different, you cannot protect them, because there will alway be a suicide trasher having fun popping 27,5k m3 of ore

I don't really see a reason not to have scoopers flag. Many new miners will not be able to handle belt rats in the lower security systems (also some of them are just utterly depleted of ore.). This means if you wanna steal someone's can, you either need a friend or to align or something. Newb miner vs industrial, seems almost fair.
He did the right thing using a gsc instead of a jet can. Now if they'd just let him taste blood when that newb badger shows up...

Noob miner vs. Industrial is usually not fair at all.
Either a) The industrial is stabbed up to within an inch of its life, and can get away before you pop it. At which point the guy will come back with something much more combat capable. or b) The industrial is tanked up and can shrug off whatever the miner is throwing at it while slowly...very slowly... killing the miner.
Ore thieves who do it for a living tend to get very good at surviving an angry miner. And you usually make more money from the miner's equipment than the ore you stole :)
But I'm mostly reformed now. Mostly. (Folks mining in barges in a 1.0 noob system really deserve to get blown up, those rocks are there for the new guys)

So true n00b sectors should be left for us n00bs , fortunately for me i have found a new area to mine that has no rats and no miners and no theives ,or well anyone actually its pretty empty all mine now hopefully stays this way long enough for me to get a nice shiny new mining barge with a strip miner **DROOLS** and i can ditch mining in a cruiser
