thats because you have to anchor them or they are free for all. And you cant anchor them in 1.0 space (or above .8 afaik). The solution to your problem, therefore is to mine in less secure space.

Yes i am aware of that :) My main issue is that there is no kill rights flag and no standings loss for the theif so it promotes theft in high security areas
Isnt high security meant to be a " safe " area free of criminals yet the crims are getting away with blatant robbery and you cant even defend your property . It contradicts the very meaning of high security - an area where you blatantly steal from people where concord protects the theif instead of you .

Ahh that's your problem then. You see there is a law in High high sec about littering. Secure cans are considered litter and are thus not allowed in .8 and up. I believe you even get a warning about this, though you might have to try and anchor it to see the warning.
Anyway, you littered. Concord was nice enough not to hold it against you, but when your neiborhood trash hauler showed up to clean the belts you wanted to be able to kill him for cleaning up your litter. If littering isn't a killing offense neither shold cleaning up litter be one.
Realisticly, if you got the flagging rule you wanted you would probably get killed, and there would be one more way for determined nasty souls to get noob miner kills. Is that really what you want?
The solution, take a day or two off your barge training and learn tanking skills and mediocre drone skills. You'll need them both anyway. Then you can mine in .7 into a secure can which is anchored and no one can bother you, unless they war dec you or are willing to get concorded for it.
