The Imperium (Dune)
The Galactic Empire (Star Wars)
The Amarr Empire (EVE Online)
My money's on the Amarr. Two words: Pod pilots.

Mine would on The Imperium , why? Space Folding/Spice AND Bene Gesserit > Warp Drives, Pods and Omni tanks :P
The Imperium of Man would be second due to the simple sheer vastness of how big it is and their method of space traveling.
Star wars is a sorry joke of a sci fi world imho
And the amarr no matter how much I love them sux still with their EM dmg and crap cap usage, would be awesome tho to see them blow up some Dune shields tho :)

WH40K's Imperium, by process of elimination.
Dune's Imperium was brought to the brink of extinction the second people discovered how to go faster than light without Spice, so they're not really a goer.
The Galactic Empire was brought to it's knees by Mark Hamill, whiny little git that he is. If they can't deal with him properly, what hope would they have in a straight war?
The Amarr need boosting. As long as the others have heard of an Omni Tank, they're screwed.
