I decided to upgrade from a t2/arbalest raven to a CNR. I never used faction mods before, and after the purchase will have 200-300m left. What would be the essential mods to buy for that price if any? Also, is it better to start upgrading a regular raven with faction gear and buy a CNR later, or buy a CNR first and fit it with t2/named, slowly ubgrading it to faction as I get the isk for it? Any advice appreciated.

It's better to get a nice faction XL shield booster for your regular raven before upgrading to CNR... get a nice XL SB that you can permarun, one that uses less cap than an xl sb ii, maybe one of those nice C-types or X-types. This will accomplish two things for you:
1. It will allow you to take on larger amounts of aggro in missions with your regular Raven. If you loot or salvage, this will save you more time than buying a CNR will, because this will allow you to gather your wrecks together in a nice tight little circle, rather than say, a 250 km stream of wrecks caused by running away from a pocket your current tank can't handle.
2. Once you get your CNR, you'll have had experience already with running a faction XL Shield Booster, and this in turn will turn your newly acquired CNR into a nearly invincible missioning machine.
So, in summary, a faction XL shield booster will save you time by keeping your wrecks close together and your warpouts to 0, and once you get your CNR, since you'll already have the faction shield booster and will have experience with it, the chances of you losing said CNR will become slim to none in hisec if you play your cards right.
For PvE, always fit your tank before your gank, IMO.

Don't waste your iskies on an immensly expensive XL shield booster. Get a Dread Guristas large shield booster and some crystal implants.

7 x Cruise II (standard ammo) 1 x Large Diminishing NOS
1 x Estamel's XL Booster (there's an X- or A- type equivelant, but I can't remember it's name). This'll be your most expensive outlay. It's not the most efficient rep, but it's the highest rep per second. 1 x Shield Boost Amp 3 x Mission specific hardeners 1 x Magic slot (eccm/sensor booster/target painter/4th hardener - depends who you're fighting)
2 x BCS II 1 x CPU II 2 x PDS II
5 x med therm drones 5 x light therm drones
If there's a level 4 you can't solo in this, well... No comment.

Depending on which XL booster you're talking about, your not really looking at all that much difference in price once you factor in the cost of multiple crystal implants.
On top of that, training time is priceless. If you're flying around with +4 or +5 implants as any self-respecting carebear would, then fitting +2/+3 crystals is a step backwards.

'Budget' CNR
7x Siege II 1x Auto Targeter I XL T2 booster 3x T2 hardener 1x PWNAGE painter 1x Heavy Cap Injector II 3x CN Ballistic Control 1x beta RCU 1x CPU II (or shadow cpu if t2 is not enough) 3x CCC I rigs 5x Medium 5x Light T2 drones
It will fit with AWU 4. Faction BCU's give better bang/isk relation than faction launchers. Altho latter is getting relatively cheap also. Don't bother with faction shield booster - it does not make you do missions any faster. Instead pick relatively lagfree system for missionrunning.

7x cruise II (few mill) 1x Domi/Republic XL booster(100 mill), 3x Navy hardners (few mill + some LP), 1x Domi SBA (10-20mill) 3x Cap fluxes II (6 mill), 2x BCU II (get some navy ones for some LP asap, not that expensive)
The booster should be substainable or atleast nearly.

budget fit on a cnr pff what a funny statement. the bs your flying is almost 1 bil so why not spend the iskies to fly it right but you asked for budget so here you go
7x cruise 1x hvy diminishing nos (not needed but fun to watch) 1x xl booster 1x amp 3x hard 1x cap rech or 4x hard 3x bcs 2x pdu
all best named t1 for budget =( all t2 for a little more umph (will run in to cpu issues if all t2) all t2 but hardners cn/dg makes cpu fitting easier all cn fittings is best and not too expensive minus the launchers of course (tags)
go for the last one to be honest - expensive but not uber xl shield booster expensive. your mission completion time will go down so more missions means more isk and lp in less time hense more iskies. i went shield hardners then bcs then shield amp then xl shield booster then launchers.
cnr >>>>> then faction shield booster - bigger amount of shields, and the xtra launcher out weight the shield booster any day

Thanks very much everyone for the advice. I looked around and it seems a C-type or X-type XL SBs are 900M and up, so, I can't afford them anyway. Bought a CNR, now looking for a cheaper interim faction XL Booster.

If you are not going to pimp out your CNR what's the point you might as well stick with a standard Raven. The whole point of a CNR with faction fittings is massive fire-power with an almost invunerable tank.
Btw I got the faction stuff before my CNR.

I've got the CNR before any fanction module, was an agent offer, after all (before Rev2 and LP store) and all I can say is: cash will come a lot faster using a T2 fitted CNR.
Of course, skills to properly fit the CNR (with T2) will be a problem to some players and that is why that players start using fanction modules, not to talk in the possibility (against EULA) to buy ISK with real $ and buy whatever Gist/Estamel they find in Jita is faster than waiting for your skills to be trained...
Just keep in mind: if you can solo L4 with a T2 fitted Raven you will do the same in the T2 fitted CNR, only faster
Fanction modules can come later, as you see fitting (and walllet) for them, that's IMHO.

Oh god don't listen to these people and their Super Pricey Faction XL shield booster opinions. If you fit your ship correctly you won't ever need it.
Go for the budget Caldari Navy X-Large shield booster. The benefits of getting this one is you probably have enough LP for it anyways so you're only out the tags and price. I usually go for 4 T2 specific hardeners and Shield boost amplifier 2 for the last slot.
The lows should be 3 Caldari Navy BCS (easy to buy or grind) for their lessened CPU need and 2 PDS2's. I have a mix of 3 T2 Cruise and 4 Caldari Navy Cruise which will be swapped out as the LP's accumulate. For the last high slot go for a tractor beam for loot and ease of salvage later. Add a -3% CPU for launchers implant and 3 CCC's and you are good to go.
This setup will do any mission without having to warp out as long as you time the rats in the right order. I may try switching out 2 CCC for a bay loading accelerator/em hardener/CCC just to get the dps even higher but I haven't decided yet.

Ok, want a REAL "budget" CNR fit ?
Go passive shield tank. 3 purger rigs, 2 BCU, 3 SPR, 3 LSE, 3 active hardners (should go ok with decent cap skills), whatever weapons you can fit (preferably all siege, but depends on fiting skills). The entire fit should be negligible in cost compared to the CNR. Sure, nowhere near the performance of an active faction fit, but compared to a T2 XL+amp shieldtank, roughly the same but with less capacitor issues (so, it "perma-runs" constantly), slightly easier to fit (CPU-wise anyway) and with a better buffer in case things don't go as well as you hoped for. Just don't expect to complete all L4 missions without problems in one go.
Of course, this is pretty much a dead end, and throwing more money at it won't increase the tanking level. You HAVE to get an active tank setup for that.

Sure, if you're going to fit cap rigs, then a CN XL Booster will do the job since you've got the spare cap regen to keep running. But there's some of us out there who own more than just our CNR and tend to move around a lot. It's nice being able to pack the gear up and move it in a freighter as opposed to having to move (or leave behind) every rigged ship.
So yeah, if you're fitting rigs, by all means, fit a cheaper booster. But for non-rigged setups, CN booster, while nice, won't cut it on the harder missions.

I fly rly super uber cnr that in all honesty takes all the fun out of missions and substitutes it with fun by seeing the wallet grow faster. the way i went about fitting my cnr is like this. took me a while to do and with skills no lvl 4 is out of reach and all missions are over in under 40 minutes.
take the same exact setup on your raven now and add the 7th launcher, use those tags you been saving and get yourself the CN shield booster and amp. By this time you should have already had a DG or CN hardner set. Then slowly but surely swap out the BCS II for CN BCS. Then work on the CN Cruise Launchers. Once those are done your on easy street. Then when your wallet gets huge get a Pith X-Type XL Booster. Rly with a little knowledge and paying attention the Pith booster is not needed.
Once done your set up should be somewhat like this: Highs: 7x Caladari Navy Cruise Launchers Mid: CN XL Shield Booster, CN Shield Amp, 4 DG/CN Hardners or 3 CN/DG Hardners and Dark Blood Cap Recharger Low: 3x CN BCS 2x AN PDS

Personally, I'd go for the Gist XL booster first then a CNR. I'd rather have a Gist booster on a vanilla raven over a CNR without the booster any day.

Heh, when I posted about buying faction XL booster before CNR, I had forgotten how much faction equipment prices had risen since the static complex nerf. At this point I agree with getting the CNR first.

Luckily I havnt gotten the EA series (I hate hosing state factions) so I don't know that much about it. the full pop in Recon 1/3 is just a good tank test. Unlike the AE4 bonus room though (where the thermal cruise will break a tank), a Drake running full tank (220sec recharge) w/ 90+ kin resist can tank recon 1/3 full spawn.
As far as shield booster goes vs CNR goes, a Caldari Navy XL (which are about 100m now and dropping) or a Domination XL (down to 60-70m) should be gotten before a CNR. Disregard T2 XL boosters as those have a 5sec activation vs 4sec on faction; that means there 20% less effective. --------------- This sig has been censored in fear of recieving the ban hammer... |

Not anymore it isn't. They nerfed it to oblivion with this god damned wave format crap . Waiting for all the spawns to appear is WAY too slow. What was a fun tank test is now a timesink. Before I killed everything every time, now I don't bother killing anything in that mission.

This is OVERKILL for each and every lvl4 mission. NOS is useless, CPUII is useless (or do you lack skills?) and you spend enormous amounts of ISK on an Officer shieldbooster and only use T2 gear everywhere else??? Get a few faction bits ... they are more shiny than the T2s But overall it's probably an AFK mission run setup... too bad if you are using FoFs they don't auto-resume fire after reload ^^
My setup consists of 7 Arbalest torp launchers, Gist B-type Xlarge booster, Amp, 3 hardeners and a painter, 3 BCU's, Damage Control II and one PDS
Oh BTW my setup is sufficient to run every lvl4 solo, including EA 5/5

No issues at all. 90 percent of the setups I see here on a nightly basis are overpriced crap. Another 50% cant remain in the mission all the way thru due too not being able too perma tank.

There is no reason to use a X-L booster, just get a Pith L Booster or something, I can run every level 4 with it, and it's easy to perma run, you can even fit a decent "gank" fit. As you don't need 3 CCCs and you can use 3 BCUIIs and one less hardner (replace it with a cap charger) or use a flux coil and use 2 BCUs. Your cap never drops below like 40%. You even kill stuff faster. ---------- I gave up on sigs. As all the beatings from the abusive mods are starting to hurt and leave nasty bruises. |

If you are 'doing fine' with large booster then you are either doing missions very slow and carefully or skipping harder missions.
Some missions capable of overloading XL T2 booster (it boosts more than Larges) with 3 rat specific T2 hardeners are - EA 1, EA 5, Worlds Collide second stage, Angel Vaganza bonus room. 'Overloading' means that your booster is running non stop but your total shield amount is still dropping. They are not too hard missions themselves and don't overload XL boosters on regular basis, but if your rogue drone goes and takes potshot at something improper then you get more on you than regular T2 XL tank can soak up comfortably.
