LIAR. The location you are looking at isn't even hard to get the camera to point at. It's right by the docking pad, facing the docking pad, there is only one pillar like that and nothing is on it. You did a bad photoshop and lied to the Eve community. Hope you enjoy the response.

I wasted way too much time in Quafe "pleasure hub" stations with camera angles looking for something that doesn't exist. It is a dark grey pillar. There is nothing on it. If he cares to prove it exists, he can take several more shots from even the tiniest change in angle. That will demonstrate that it isn't a photoshop.
I give the OP credit for being imaginative in his fabrication. My theory is that he is promoting his website / case-modding business. If so, he should have done a better job with the photoshop.

Oh my god I just saw it! The trick is you have to spin your ship 10,000 times in a row at just the right angle! And I found something else! If you spin your ship 10,000 more times in a row, you get 12 Gallentean Hologram women to come and serve your every need! "You liar where's the proof" well here's the proof you skeptics:

So 21 hours and 37 minutes later, we finally have a 2nd screenshot. My only apology is with the extreme tone of my first post. I started off at about 9/10 when 4/10 would have been sufficient. I would never apologize for being a skeptic. On the contrary, the people who vehemently came out to troll and slander me did so on the basis of a single screenshot, which any rational person have to admit looks really fake. "Gullible", just like Frug pointed out.

As for why the OP is the only one that has come up with a clear view of the texture, I have to imagine it has something to do with the graphics card. I spent an hour looking at all imaginable angles and there is absolutely no trace of this texture, it is solid black, black, black. Even gamma correcting or manipulating the screen shots, there is no trace. I am reminded of times in Eve where you fly around and space is all white (that's fun...) or other graphical glitches, so I'd like to know what is going on in that respsect.
Mashie - what ship were you in the first time? Maybe the ship has a headlight or light source that lights up the texture? What graphics card?
