Ships Skill Bonus: 5% bonus to weapon damage and 5% bonus to improve your weapon type efficency (i.e. rof for missiles or tracking speed and/or optimal range for turrets) per level.
Role Bonus: 15% (more or less) reduction to hostile nos effectiveness 10% reduction (more or less) to hostile ecm's optimal range and/or falloff effectiveness .
They could have nice role in pvp engagements more than Pve activity.
Besides my poor english (it's not my native language) what do u think about it?

Or allow them to use 2 Large weapons, Teir 2 are supposed to be offensive in nature.
So let them Tank and do more Damage and forget using Command Mods.

Would this be a blanket effect over your entire gang? If not, it doesn't follow battlecruiser tradition. If it is, it's overpowered and should be more related to skills and gang links.
I've got another T2 tier 2 BC proposal in my sig btw

Command ships shouldn't be first class damage dealers and hence HAC replacements. Ships like the Astarte already fail miserably at fulfilling any specific role other than PvP solo boat or 'Extra Heavy Assault Cruiser'.
They're command ships. All of them should be tough like a HAC, but not damage orientated, but instead fleet (fleet command) or gang (field command) orientated.
Their concept atm is flawed.
Of course I'm therefore against any additional dmg/rof bonuses. Bonuses that negate enemy EW would be interesting, though. Something like that could have been the better concept for field command ships.

What you say is right. Maybe command ship has their role ingame and it's fine as it is.
But i'm still charmed by the idea of a ship capable to negate enemy EW, much more a ship bonus that can negate Nos effect (maybe a frig sized?) they could have a brand new role in pvp engagements, messing some of the more common and usual pvp tactics.
