In the majority of cases, people are doing agent missions to raise faction with R&D corps to get in the lottery for Tech2 research blueprints. Hence the deluge of info on R&D agents.

Papa Smurf suggested in an earlier thread (don't have a link, sorry) that the worst lvl2 agent is better than the best lvl1, but I think it all depends. It is certainly the case that lvl1 missions are easier than lvl2, but as agents pay out varying amounts, it's conceivable (to me at least) that you might get a better risk/reward value from the best lvl1 then the worst lvl2, at least some of the time.
Lvl 2 agents do, tho, give out better standing improvements, which are (arguably) the primary benefit of doing missions, so in that sense, yes, lvl 2 agents are "better."

Yes.

Agent recommendations are no longer the mechanism for getting agents, it is all standing based. Theoretically, if you have good stading with a faction (Minmatar let's say) you have access to >>all<< Minmatar corporations' agents. However, some agents are better than others and have higher required standings, which means you may need to improve your corporate standing with lesser quality agents that >>will<< talk to you before you "upgrade" (move on) to the better agents.

If you no longer do missions for a particular corporation, your standing with them will (supposedly) decay at some rate. I have not tracked that decay, but there seems to be some suggestion that particular feature isn't in, so YMMV.
I have a spreadsheet with my standings to help me track and plan such things - at the very least you should become very intimate with your Standings tab if you wish to spend any time at all doing missions.
