Vulture with 7 laser optimizations is the same as a vulture or any other battlecruiser or carrier with one laser optimization, which with max skills and a mindlink is 22.5%. With capital industrial ships 5, you would have 28.125%, with level 4, 27%. A 22.5% cycle time reduction is an effective 29% ore yield bonus, the 28% and 27% bonuses 39% and 37.0% respectively.

you'd thing it would have a bigger raw cargo capacity than just 20k, even if ore is getting compressed.

CCP expects most people to fit a full rack of cargo rigs and cargo expanders. That would give it a cargo capacity of 64km3 or so. Add the corp hangar and the amount of cargo space from parked industrials in your ship hangar bay, you get about 170km3 of cargo room total. Not bad.

My other question would be how well does it tank? Can it withstand having a roaming gang w/o caps come after it? Obviously I'm sure a dread would pot it quite easily.

I took my rorqual in the bf1 in the free for all area. I fit 2 mods that increase the structure by a %, and put one damage control on the ship. Also I put the best shield tank I could think of with tech 2.
I invited everyone to the bf1 site and people started to flood in. I was spamming local bring damage mods and lots of ammo. Fit for gank. It was cool after 20 bs's pounded away at my armor due to my shield failing. I told them the hard part is not over.
With those two lowslot mods and a damage control it gave the rorqual 488,000 structure. Lol compare that to a titan :) The structure held out as long as my shields. Took 20 bs's about 25 minutes to kill me.

Fit for defense this ship will be unkillable as long as someone has the means to bring backup within 10 minutes, I do not think anyone would bring over 100 battleships to suicide gank it either.
