Want to make ransoms not worth the effort for griefers? Don't pay the ransom.. Ever..

You'd probably find a better response in Crime & Punishment forum.
I know most pirate organizations frown on other pirate organizations breaking such agreements. After all many pirates make ISK this way and if people feel it is just a scam then they will not pay thus impacting them. Something they take a dim view on.
Of course there are always two sides to every story. Sure you did not do something to provoke a response or are part of an alliance that did? (Dunno...just asking)

Players policing themselves.
I saw all that tough anti-gank talk on in the PVP zones in WOW. It doesn't work. Players aren't going to spend their time looking for gankers, just like cops typically don't stop crimes BEFORE they happen. Thats why its called "Crime and punishment."
Since there isn't a working bounty system (in any game), then all you got is a bunch of crime and no punishment. Game turns into a random gankathon.

I paid a ransom once. But I was horribly drunk. Some advice, when your drinking whiskey on the rocks dont keep the bottle next to you. That ransom was honored however, I raced myself to a safe station and went to bed.

No-one that asks for one is honourable and all that paying up does is encourage them.

Meh, disagreed.
When I used to pirate, pre-SF, I always asked for ransoms when possible or where the person didn't annoy me and make me want to kill them. I also made it a point to honor said ransoms if I made them, however, that being said if you think everyone in EVE is like me, you're wrong.
Never fly what you can't afford to lose, and if you do get in a ransom situation, if you can afford it without too much of a sweat, might as well try on the off chance they're honorable. If not, well then, the ship was already dead to begin with, you know ?

You do realise that pirate corps such as Veto will honour ransoms to preserve their reputation?
And I was pirating a few weeks ago, offered a few ransoms but didnt get payed, however if they did pay I would honour the agreement.

You fell victim to one of the classic blunders! The first is never get involved in a land war in Asia. The second, only slightly less well known, is this: never go up against a pirate when ISK is on the line! Ha ha ha ha ha ha --

Never, ever pay ransoms. Even if you are desperately losing and have no way out. Ransoms just encourage the prats, and they then have every incentive to re-wardec you, especally if they think they can get you to pay more.
Instead, if you can't win the fight yourself, take the money they demand as ransom, and hire mercs 
If you hold a unix shell up to your ear, can you still hear the c: ? |

Was Ransom in my Raven once in Berkidod fitted with faction items 
Same day I did a LVL 4 missions with that same ship/agro, lag out or whatever and lost the faction ship!.
But I don't think Id ever pay the Ransom knowing Im going down anyways.

So, you paid them to un-dec you, which they did. Maybe you should have made an agreement before paying that they wouldnt re-dec you later.

Well, okay then - if its a corp wide ransom? Hell no, don't pay it. A belt ransom is a one-time thing (usually), you get ransomed then either get backstabbed or run - a corp ransom? Once you've paid, they can threaten again without any problem because all they have to do is send an EVEmail to your CEO and *bam* more money in their pockets.
Never give a mouse a cookie, lest they ask for a glass of milk...
