How can I find out what are the allowed ship classes to enter into a complex? It's rather heart mongering when I fly to the spot where my covops found the exploration complex only to learn that it accepts smaller ship classes only. Annoyment. Is there any way to know the limitation?

As far as i know, there isnt any.
One of the things CCP needs to look at.
EDIT: some complexes give you popup window when you warp there telling difficulty rating (1/10, 2/10, etc), but not all.
I think best way to solve this is to show difficulty rating when you inspect the acceleration gate.

When you're at the gate, eject from your ship and activate with your pod. Since no warpgates allow capsules, you'll get a list over ships which are allowed into the plex you're at.

More likely reminding him to make sure to notify people what class of ship can enter the complex.

You are too positive  He could have meant that it's time letting capsules warping into the complexes That way you couldn't figure out the ship class limitation
