I am going to create an alt for missions/ratting and I would like to use rockets/missiles. Would Caldari be the best race for this? Also, what frigate would I want to use? Thanks in advance. Oh also, would I even need to create an alt, or can I just train some skills on this character for it?

Caldari would be the race of ships you'd want, yes.
But, if you want to do it your current character, you can just train skills for it with Ikel and you can do the same.

I think the Kestrel is the missile frigate?
If you are looking for a cruiser ever, caracal ftw! (Not that I have tried much else...)

Well, since you are Caldari, you probably have the skills to fit out a Kestrel as it is. I'd recommend training some of the extra missile skills while you use it, such as Missile Projection, Missile Bombardment, Rapid Launch, Target Navigation Prediction and Warhead Upgrades. Don't bother with FoF Missiles unless you're being target-jammed a lot and Defenders are almost worthless except at very long ranges.
Also, your main weapon will probably be Standard Missiles. Given the option between those and Rockets, Standards (aka "light missiles") have a longer range and deal much more damage. You're forced to use Rockets on smaller ships, such as the Condor, but a Kestrel can definitely fit some Standards in.
Lastly, Guristas rats hate kinetic damage, and luckily most of the Caldari missile boats have a bonus to just that type. It may be a crappy bonus, but it's a bonus. ---------------------------------------------

I cannot remember where now but a Dev said Rockets were the highest DPS of the "light" missile category. Remember to factor in rate of fire when doing DPS calculations. Their downside is they are very short range.

kestrel , caracal , drake , raven thats the considered standard on missioning for missile spammers . caracal for level 2 s and you ll have that fast , so thats heavy missiles, forget rockets and standard missiles, well training em to 3 orso is max needed . but with some social skills trained to 3 you ll already be able to do level 2 s .
caracal and drake are using heavies (long range is bonus for missions), so heavies up , and yep those extra missile skills are really important , range , rof , more range , dps ,...
you ll probably be able to do level 3 missions after about 2 weeks max (thats a very wide margin)
