Is there a "Runner-Up" to the Raven as far as Carebare-NPC-Killing-Mission-***** ships go?
Mainly I'm looking for a Minmatar or Gallente choice here...

each race has a ratting ship: caldari has the raven, gallente has the domi, minnie has the phoon and amarr has... yeah that's about it 
so the first two mentioned should be your thing

Phoon.
4x torps + dmg bonus > 6xrails/blasters + dmg bonus
Phoon has enough drones to field a full set of heavies and a full set of lights for smaller ships.
You can even put tractor beams and salvagers on top and get it all done with 1 stop shopping.

I've been running missions using the Hyperion. It works like a charm.
Tanks as well as a Raven, and the damage is slightly better.

Amarr actually has what I consider the best mission running ship for serious runners in the Abaddon, as long as you stick to missions it is suited for (i.e. you run an Amarr agent). Even a CNR can't compete with the pure pwnage a properly set up and flown Abaddon dishes out against Blood, Sansha and Drones.

corpmate pasted a 1500 from a tach on angels :D
another corpmate has posted several 1000+ on gurista frigs, with tachs.

Maelstrom is the Minnie mission ship of win.
Monster shield tank, plenty of lows for damage mods, enuff drones to kill cruisers and frigs, and enuff alpha when fitting 8x 1400II to make rats cry all the way to the grave.

ishtar - since it's a cruiser sized ship it gets under the fire of any medium to large size guns. just put an AB , orbit anything at 10 or 15 - let the drones do their thing (agro first)
The only type of mission where it's been too dangerous is missile heavy missions.
I run 4 rechargers midslot + 1 ab , 1 MAR 2 + 3 hardeners and 1 overdrive- 23/7, you can put second mar there or 4th hardener, I haven't seen the need to do so , once you pass 400 or so BSs have very very hard time hitting you. Orbit at 500 and that ship will never hit you(you can even mount blasters and do the travel to BS prep it before the drones come your way and finish it off)
and if you're killing gallente or caldari it's even easier since you get the thermal/ kinetic high resists...
kills slower than raven but for free so... yeah.

You're insane. The Drake probably is not in the top 10. And Hell, my Myrm does them better than any Drake. Faster, more damage, and I can pick my damage type. And tank better to boot.
And if you say the Drake purely for damage soaking potential, I point out that the Scorpion does it better.

The strenght of Amarr, which many ppl overlook, is that they can use their battleship "shortrange" weapons in lvl 4 missions without too many problems, especially once you can use Scorch it's just devestating up to 45km. No rail or artillery boat comes close to the dps of a mega pulse abaddon.

Phoon is a first class mission ship - not found a single level 4 I cannot solo in mine. 4 cruise,4 AC AB 3 rechargers, LAR2, MAR2, 3 hardeners, eanm2 and dcu2. 2 rep amount rigs and 1 cap recharge rig. 5 heavy 5 medium drones. For some missions you can lose 2 ac and replace with tractor and salvager to speed things up.

Ravens are so 2006. Using a Hyperion or Megathron or whatever is almost just as affective and sure as hell a lot more fun tbh.

astarte for serps and sleipnir for angles tbh :)
i have tryd to run lvl4s whit raven (t2 and faction fitted), megathron, sleipnir, astarte atm.
the best iv found for myself is the sleipnir, second astarte and thrid raven.
tho i use sleip against angels (doing missions for minni wount give much of others :D)
if i did gallente again... astarte would be my choise of ship over raven
