i been playing a few weeks now and im not liking empire much :( how would a noob go about entering low sec space 0.4-0.0
would i have to look for a low sec corp? would i be okay on my own in my tech 1 fitted riffter

Nope, you will get instaganked by piwats in 0.4-0.1 And in 0.0 the alliances will instagank you. Try and look for a corporation that suits your needs. Piwat corps for pirateing, and 0.0 alliance corps if you want a little more fun then just ganking haulers.

Most of low sec is empty. There are choke points and some popular systems, but you can generally get through low sec in a frig if you fit a ship for travel (with warp stabs). You can do fine in low sec, but keep an eye on local. If a pirate comes in they can find your ship and have a bunch of friends warp in on you in about 90 seconds. You generally have to be in an established alliance to do much in 0.0.

Best way to get to low sec is to ask directions, or ust set auto-pilot. But then, getting to low sec is the easy part, staying there can be difficult.

And then you're in 0.0 in a frigate. What do you plan to accomplish now? Good luck ratting or mining in that thing.
The other posters are correct: if you want to play around in lowsec or 0.0, you need to join a corp.
IMO, this is probably EVE's biggest barrier to popularity. There is no "newbie PvP". There's nowhere you can go with a Frigate and expect to fight other Frigates and as a newbie, 80% of your "PvP" is going to consist of being insta-killed by warpgate campers.
The ONLY way to have fun is to join a corporation that has secured some 0.0 space. You won't be able to consistantly access 0.0 on your own because while most of it is unoccupied, every route into it is camped (either off and on or continuously).
Unless you just really like highsec mining and running level 1-2 missions, go find a corp.

if youre a group player go for it
but solo moving to bad places is nice too
find a NPC station in 0.0 WITH REFINERY, bring a cruiser and a couple bpos for your ammo
rat/refine/build, tada. i did that a bit and loved it ------

You can rat in low sec in a t1 rifter, PvP might be different.
Basicly your best bet is to find a corp of slightly more experienced player willing to teach you the basics, but you dont need/want to join one of the large sov holding alliances at first, most of them will have imploded by the time your ready for major scale PvP as anything but a grunt anyway.

fastest way to find low sec is start begging for isk, plenty of people will direct you to a system to deliver it  Why there should be a breathalyzer to login to Eve-Forums:

Join a corp. Either lowsec or 0.0, either one you will get to have some fun in that tech 1 rifter. Tacklers are always welcome in roving gangs, and the rifter is arguably the best t1 tackler. You may have trouble making ISK, but a good corp will supply you with rifters to pvp in and help you out with skills in order to get into a larger ship capable of making you some ISK. -=^=-

I would join a corp. Most corps will supply you with T1 Frigates (sometimes cruisers and battle cruisers) and T1 modules for free.
This frees up a lot of your time so you don't have to grind for isk and can go out a PVP more.
